According to the Law on Amendments and Supplements to a Number of Articles of the Law on Health Insurance, when a health insurance participant goes to the right place for medical examination and treatment, makes a technical referral according to regulations and presents a valid health insurance card according to regulations, the Health Insurance Fund will pay 100% of the cost of medical examination and treatment in the following cases:

- The subjects are officers, professional soldiers, non-commissioned officers, and soldiers on active duty; professional officers, non-commissioned officers, and specialized and technical officers and non-commissioned officers working in the people's public security force, people's public security students, non-commissioned officers, and soldiers serving for a limited period in the people's public security force; people working in cryptography receiving salaries as military personnel; cryptography students receiving regimes and policies according to the regimes and policies for students at military and public security schools; people with meritorious services to the revolution, veterans; children under 6 years old; people eligible for monthly social protection allowances; people from poor households; ethnic minorities living in areas with difficult socio-economic conditions; people living in areas with especially difficult socio-economic conditions; people living in island communes and island districts; relatives of people with meritorious services to the revolution who are biological fathers, biological mothers, wives or husbands, and children of martyrs; People who have contributed to raising martyrs. Medical examination and treatment costs outside the scope of health insurance benefits for subjects in the armed forces are paid from the health insurance fund for medical examination and treatment of this group of subjects; in case this fund is not enough, it will be guaranteed by the state budget;

- In case the cost for one medical examination and treatment is lower than the level prescribed by the Government and the medical examination and treatment is at the commune level;

- In case the patient has participated in health insurance for 5 consecutive years or more (the health insurance card does not have the words "Suitable for all ages")“Time of 5 consecutive years: from the date…") and have the amount of money to co-pay for medical examination and treatment costs in the year greater than 06 months of basic salary, except in cases of self-examination and treatment at the wrong medical facility.
