Visiting the house, we waited for a long time before seeing the village chief of Bac Phuc Hoa village, wearing a pith helmet and pants that were low and high, returning from the end of the village. Seeing us, he said: "There are still 5 households in the village that have not finished harvesting rice. I have to go to each house to remind people to quickly harvest rice in time for the sun to dry it and avoid cattle from destroying it..." Pouring a bowl of bitter tea to invite the guests, he happily told about the work of "eating at home, carrying the prison and the village". Originally a soldier, after being discharged from the army and returning to the locality, he was elected by the people as the village chief, comrade Dang Xuan My always kept in mind Uncle Ho's teaching: "If you are good at mass mobilization, everything will be successful".

Being a purely agricultural hamlet with 128 households and 458 people, of which 19 households and 59 people are Catholics, but thanks to skillful mass mobilization, the movement to join hands to build new rural areas in Bac Phuc Hoa has received the sympathy and support of the majority of people. Households have contributed funds to build cultural houses, buy materials, and participate in labor with a total value of nearly 1.8 billion VND to expand rural traffic routes according to new rural standards. In particular, children living far away, each person donated 1 ton of cement, 1,000 bricks, in the hamlet, each person contributed an average of 1.7 million VND, some families donated up to 5 million VND like Mr. Phung Van Mau's family.

Asked about the secret to mobilizing people's strength, hamlet chief Dang Xuan My said: "That is thanks to promoting democracy. In Bac Phuc Hoa hamlet, any matter, no matter how small, is brought up for discussion, consensus, and transparency so that people know, discuss, and inspect." In addition, the hamlet's Party Committee and executive committee also have ways to encourage the spirit of "using people's strength to care for the people." For example, to achieve the goal of concreting 800 meters of canals in the area in 2014, the hamlet advocates letting residential clusters register themselves and calling on families in the cluster to contribute funds for construction. For each cluster that does it, the hamlet will support an additional 3-5 million VND from the people's support. As a result, Bac Phuc Hoa hamlet has so far completed about 300 meters. When residential group No. 1 asked to receive 3 hectares of rice fields in the lagoon area, which was poor land and difficult to produce, for collective farming to raise funds to concretize the roads, hamlet chief Dang Xuan My boldly proposed to the Party Committee and the hamlet Front Committee to get people's opinions and received approval.

To improve the people's lives and incomes, the hamlet chief Dang Xuan My, together with the Party Committee, the Fatherland Front and other organizations, visited each household to propagate and mobilize people to change the structure of crops and livestock. Currently, in the fields of Bac Phuc Hoa hamlet, high-quality rice varieties account for 70%. In addition to the secondary occupation, people also develop livestock, poultry and fish farming in the third crop to increase income; on average, each household has a few pigs, dozens to hundreds of chickens. Some self-governing groups such as group 1 also mobilize capital for revolving loans, giving priority to households in difficult circumstances to borrow for economic development without interest. Up to now, 15 households have borrowed. The advantage of this form of borrowing is that it is not in money but in kind. From there, it contributes to raising the average income per capita in the hamlet to more than 23 million VND/person/year.

Not only being a role model in movements and activities, hamlet chief Dang Xuan My also actively mobilizes people to build solidarity and friendship, helping each other in times of need, participating in building a safe hamlet in terms of security and order, free of social evils associated with the movement to build a cultural life. Wherever there are sick people, people in trouble, conflicts, and disagreements that need to be reconciled, the hamlet chief is the first to be present. Commenting on hamlet chief Dang Xuan My, the Party cell secretary of Bac Phuc Hoa hamlet, Mr. Nguyen Xuan Suu, said affectionately: Comrade My is an enthusiastic, responsible "jailbreaker", who can do what he says. He also made a significant contribution to helping Bac Phuc Hoa become one of the two hamlets recognized by Hung Nguyen district as a Cultural Village in 2013, creating a widespread influence in the movement of the whole people uniting to build a cultural life in residential areas. Currently, the rate of cultural families in Bac Phuc Hoa is 80%, no one has a third child and this year, the hamlet is determined to bring tap water to every household to serve the daily life of the people.
