Starting the meeting from 2:00 p.m. on July 28, the Council for determining the criteria for ensuring input quality, including representatives of public and non-public universities and colleges in the regions, and representatives of the Steering Committees of the Northwest, Central Highlands, and Southwest, agreed to set the admission threshold - the lowest score candidates need to achieve to be eligible to apply for admission to universities and colleges.

In 2015, the admission threshold was 15. This is the total score of 3 subjects without the coefficient for candidates in region 3 and non-priority groups. This score is determined based on the score distribution of candidates, the enrollment quota of schools, regional characteristics, ensuring a surplus coefficient so that schools can recruit enough candidates. Compared to the floor score for university and college admission last year, this year's admission threshold is 1-2 points higher.

Speaking after the meeting to unify the admission threshold, Deputy Minister Bui Van Ga said that every year there are 5 traditional combinations with 5 thresholds. This year there are about 15 combinations with only one threshold to make it easier for candidates to remember and identify.

"This year, the score distribution is good, so there is no difficulty in determining the admission threshold. Universities must announce the threshold for receiving applications before the application start date of August 1," the Deputy Minister said, emphasizing that they should not lower the threshold for fear of a lack of candidates, causing difficulties for candidates to apply, many of whom have to withdraw.

Commenting on the admission threshold score in 2015, Head of the Training Department of Hanoi University of Science and Technology Nguyen Phong Dien said that with this year's score range, the floor score of 15 is relatively low. However, this is an "understandable" level so that lower-ranked schools, especially newly established universities and colleges, can enroll students and meet the university study needs of more than 700,000 candidates.

According to Mr. Dien, the minimum score of 15 does not pose a problem for the top schools and candidates with scores of 21 or higher in the admission process. However, the group of candidates with scores of 20 or lower will be at risk of failing the university entrance exam if they are not careful in choosing a school, and universities have to recruit more complicated students. Currently, Hanoi University of Science and Technology has set the admission standard score of 18.

After the admission threshold is established, universities and colleges will receive applications from candidates. Based on the quota, number of registered candidates and admission threshold, the schools will determine the standard score.

This year, nearly 200 universities and colleges have plans to autonomously enroll students, with a portion of their enrollment quota based on national high school exam results and the remainder based on high school academic results.

According to statistics from the Ministry of Education, in 2015, the number of candidates wishing to apply for university and college admission who took all three subjects of the traditional block A was 320,000, the number of candidates taking all three subjects of block B was 187,000, block C had 111,000 and the number of candidates taking all three subjects of block D was 543,000. Block A had 110,000 students scoring 20 points or more, 243,000 students scoring 15 points or more. Block B had 45,000 candidates scoring 20 points or more, 121,000 students scoring 15 points or more.

For traditional exam blocks such as A, B, C and exam subject combinations with at least two natural subjects (Math, Physics, Chemistry, Biology) or more, the average score achieved by candidates is between 16-18. For combinations including Math combined with social subjects or Foreign Languages, the average score is between 13-15.

In 2014, the minimum score threshold for schools to admit candidates is: Block A, A1, C, D 13 points, Block B 14 points. The minimum score for college is 3 points lower than the minimum score for university, corresponding to each block.

In addition, in 2014, the Ministry of Education also stipulated additional threshold scores to ensure input quality higher than the floor score to further specify the stratification of universities and colleges. Specifically, the scores to ensure quality of university level are as follows:

From July 1 to 4, more than one million candidates nationwide participated in the first national high school exam, which was held for two purposes: graduation and university admission. The exam was designed with 60% of the questions on basic knowledge and 40% on advanced questions, so it was easier than last year's university and college entrance exams.
