Former Minister Truong Dinh Tuyen: Nghe An needs to build a good startup ecosystem

Attending the workshop were Mr. Bui The Duy - Deputy Minister of Science and Technology; Truong Dinh Tuyen - former member of the Party Central Committee, former Minister of Trade, former Secretary of Nghe An Provincial Party Committee; Associate Professor, Dr. Tran Dinh Thien - former Director of the Vietnam Economic Institute; Ho Xuan Hung - former Deputy Minister of Agriculture and Rural Development, former Chairman of Nghe An Provincial People's Committee, Chairman of Vietnam General Association of Agriculture and Rural Development; Dr. Nguyen Sy Dung - former Deputy Head of the National Assembly Office; experts and scientists inside and outside the province.
On the side of Nghe An province, there were members of the Provincial Party Standing Committee: Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department; Cao Thi Hien - Vice Chairwoman of the Provincial People's Council. Comrade Huynh Thanh Dien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee co-chaired the workshop.
The workshop was organized with the hope that managers and scientists would exchange openly, frankly and responsibly so that science and technology can truly be the driving force and breakthrough for innovation and socio-economic development of the province.

With that spirit, opening the workshop, Associate Professor, Dr. Tran Dinh Thien - former Director of the Vietnam Economic Institute gave a keynote speech and discussed "Breakthrough in Science and Technology Development in Nghe An Province to 2030".
Associate Professor, Dr. Tran Dinh Thien assessed that science and technology in Nghe An has made progress, especially in recent years in the aspects of awareness - institutionalization: policies, science and technology projects, and developing universities.
According to the former Director of the Vietnam Economic Institute, those steps are really meaningful, but they do not clearly show that economic development is based on high technology associated with the market, enterprises, including large corporations.
Assessing the economic aspect, Nghe An is still "below the average line of a lower middle-income country", Associate Professor, Dr. Tran Dinh Thien advised, first of all, in terms of awareness, Nghe An must have great aspirations for development, surpass in science and technology; consider science and technology strategy as the pillar of the socio-economic development strategy.

In particular, in the current period, there must be an aspiration to develop the digital economy, the 4.0 industrial revolution; turn Vinh into a city of science and technology, a modern, smart urban area leading the region, a place where opportunities and challenges for talent converge.
With that awareness, he believes that Nghe An needs to have a mindset and approach with clear goals, dividing the roles between the government, businesses, universities... In which, there must be large enterprises whose foundation is private economic groups leading high-tech-oriented innovation - creativity - startup centers, developing specialized university research...
Former Minister of Trade Truong Dinh Tuyen also shared and gave suggestions to Nghe An. Accordingly, the province's science and technology activities should focus on information technology, agriculture, research on social sciences and humanities to serve development; build a good startup ecosystem, demonstrating both the common characteristics and unique features of the province...

For nearly 4 hours, scientists and experts focused on discussing the following contents: assessing the situation, shortcomings and limitations in the province's science and technology activities; issues arising for science and technology development in the 4.0 industrial revolution to promote advantages and overcome disadvantages of the province; orientation for research and application of science and technology in a number of fields: agriculture, medicine, information technology, high technology; developing an innovative startup ecosystem and proposing solutions for science and technology development in the coming time.
Concluding the workshop, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien, on behalf of the provincial leaders, received the enthusiastic, frank, and responsible opinions, suggesting many new approaches, development directions, solutions, especially breakthroughs in science and technology development, issues that the province needs to address in the coming time, priority issues, and focuses... from the leaders, scientists, and experts attending the workshop.

"Those are extremely valuable comments and opinions for the province," Vice Chairman Huynh Thanh Dien said. "The results of the workshop will be included in the assessment of the 5-year review of the implementation of Resolution No. 26 - NQ/TW of the Politburo on the direction and tasks for the development of Nghe An province until 2020; the mid-term assessment of the implementation of the Resolution of the 18th Provincial Party Congress, and the 3-year review of the implementation of Resolution 06 on Science and Technology of the province.
In particular, Nghe An will absorb the above opinions and incorporate them into new orientations, solutions, approaches, and ways of doing science and technology in the coming time so that science and technology can gradually become the driving force and pillar for the province's breakthrough development.
