On the afternoon of September 6, the Investigation Police Agency of Hoa Binh Province Police announced that they were temporarily detaining the following subjects: Vu Thi Kim Minh (born in 1973), Nguyen Tien Dung (born in 1987), both residing in Hoa Binh City, Hoa Binh Province; Luong Thi Quynh Mai (born in 2005), residing in Yen The District, Bac Giang Province, for the act of buying, selling, and organizing the illegal use of drugs, while continuing to investigate and clarify the actions of the related subjects.

Previously, through the work of grasping the situation, the Department of Investigation Police on Drug Crimes of Hoa Binh Province Police discovered a place for buying, selling, harboring, and organizing illegal use of drugs led by Vu Thi Kim Minh.

Minh's criminal activities were extremely sophisticated. The place where he sheltered and organized the drug users was his house, which was built like a "bunker". Minh had a high wall built around the house, with pieces of ceramic and barbed wire attached; many surveillance cameras were installed around the house; the main doors and windows were reinforced with many layers of sturdy metal frames. At the same time, Minh hired many people to regularly stand guard outside the alley and around the house walls when organizing drug use... Therefore, it caused many difficulties for the police force to fight and arrest him.

Notably, Minh reinforced the "dancing" room with soundproofing materials, prepared a high-quality sound system, and secured the locks... Every day, dozens of people come to Minh's house to "dance" all night long, and Minh only organizes for acquaintances. Based on the above situation, the leader of the Drug Crime Investigation Police Department reported to the leader of the Hoa Binh Provincial Police to establish a special project to fight.

Using professional measures, determining that on the evening of September 4, the subjects would come to Minh's house to "fly and shake", the Task Force ordered to crack the case. At about 00:15 on September 5, the working group of the Drug Crime Investigation Department in coordination with professional units of the Hoa Binh Provincial Police broke through the barbed wire fence into the yard of Minh's house.
At this time, the task force discovered that Minh was "high" with 5 other subjects, including: Ha Ngoc Nam (born in 1969), residing in Da Bac district, Hoa Binh province; Phan Nguyen Phi Long (born in 2005), residing in Long Khanh city, Dong Nai province; Dinh Cong Son (born in 2000), residing in Hoa Binh city, Hoa Binh province; Luong Thi Quynh Mai and Nguyen Tien Dung. The subjects were controlled and arrested by the task force. Conducting an urgent search of Minh's house, the police seized: many packages of ketamine, happy water, ecstasy, speakers, projectors, discs, pipes... along with related objects and assets.
According to the investigation agency, Minh was formerly a teacher at a secondary school in Hoa Binh city, but fell into drugs.
