The 5th National Congress of the Vietnam Association for Promoting Education elected former member of the Party Central Committee, former Vice President, Prof. Dr. Nguyen Thi Doan as President of the Vietnam Association for Promoting Education for the 5th term (2016 - 2021).

On September 22, the 5th Congress of the Vietnam Association for Promoting Education elected 104 delegates to the Executive Committee of the 5th Vietnam Association for Promoting Education.

The Executive Committee of the Vietnam Association for Promoting Education unanimously elected former member of the Party Central Committee, former Vice President, Professor, Dr. Nguyen Thi Doan as President of the Vietnam Association for Promoting Education, term V.

The Congress honored Mr. Nguyen Manh Cam - former President of the Vietnam Association for Promoting Education, term III and IV, as Honorary President of the Vietnam Association for Promoting Education, term V.

The Vth term (2016 - 2011) of the Central Executive Committee of the Vietnam Association for Promoting Education is the term to build the work of promoting learning and talent to serve the educational policy stated in the Resolution of the 12th National Congress of the Party. The important educational content in the Resolution that needs to be thoroughly understood is to continue to fundamentally and comprehensively innovate education and training according to Resolution 29-NQ/TW (11th term), train high-quality human resources to meet the labor demand of the country's industrialization, especially in the fields of agriculture and rural areas, associated with the construction of new rural areas; increase the rate of vocational training for workers; focus on training cadres, especially strategic cadres; ensure social justice and social equality in education and training.

With such requirements, adult education becomes an urgent and strategic issue, and one that requires radical innovation in order to have an educational system that balances education of the young generation with education of workers, between formal education and non-formal education, between initial education and continuing education.

In the period of 2016 - 2020, the revolution in education in the world on the one hand is still progressing towards the trend of building a learning society, mobilizing countries to build a lifelong learning strategy. Learning cities are the most basic product to create conditions for people in countries with modern industry to conduct lifelong learning when the country has basically urbanized and the lives of the majority of people have become middle-class. Building a model of learning citizens is an important issue to create a learning society towards a socio-economic model suitable to their national circumstances. The 4 pillars of education "Learning to know, learning to do, learning to live together, learning to survive (or to be human)" are the basic goals of the lifelong learning process that every citizen needs to pursue.

The term of the 5th Congress of the Association is the period when the entire Association continues to implement Decisions 89/QD-TTg, 281/QD-TTg, Circular 44/2014/TT-BGDDT and Decision 448/QD-KHVN widely throughout the commune-level residential areas. The contents of the above documents include minimum requirements for educational institutions, mainly non-formal education for adults in a structure of a learning society model in the early stages of formation. Building learning models and criteria to be achieved for the development of each model is the responsibility of the Association under the direct direction of the Government.

It is necessary to connect and cooperate with foreign educational organizations to share and support each other in building a learning society. Every four years, there is a Conference on Adult Education in the world, and scientific seminars and symposiums on learning societies are held continuously. We are slow in this aspect, and that is also one of the reasons why we have not yet integrated with the modern world in the field of building a learning society. Lack of information or indifference to information on this issue leads to slow innovation and development of adult education - an issue that should be placed at the center of the strategy for developing high-quality human resources to create human capital in accordance with the requirements of building a modern industrial country.
