Former General Secretary Le Kha Phieu talks about the vote of confidence
To make the vote of confidence for those holding positions elected by the National Assembly achieve the most substantial and exemplary results.
Former General Secretary Le Kha Phieu has just written an article on the occasion of the first time the National Assembly held a vote of confidence for key officials of the highest authorities.
The article is titled "To ensure that the vote of confidence for those holding positions elected or approved by the National Assembly achieves the most substantial and exemplary results."

At the 4th Conference of the 11th Party Central Committee, Resolution 4 "Some urgent issues on Party building at present" was issued. The resolution proposed one of the solutions: "... Regulating the vote of confidence for those holding positions elected or approved by the National Assembly and People's Councils... Those who have low confidence for two consecutive years and have not fulfilled their tasks should be considered for removal from office, without waiting for the end of their term or age."
Immediately after that, at the fourth session, the 13th National Assembly issued a resolution on taking a vote of confidence - a vote of confidence for those holding positions elected or approved by the National Assembly and People's Councils. National Assembly deputies thoroughly grasped, highly agreed and decided to organize a vote of confidence at this 5th session.
This is the first time the National Assembly has held a vote of confidence for key officials of the highest authorities elected by the people. Following that, the People's Councils at all levels will conduct a vote of confidence within their jurisdiction.
This is not an election of specific people for specific positions. These are senior leaders of the State who already have positions in the apparatus. National Assembly deputies evaluate and assess the performance of assigned tasks and responsibilities of the person who is being voted on for a vote of confidence.
The purpose, requirements, and implementation methods have been guided by the National Assembly Standing Committee. This is the initial result that creates favorable conditions for National Assembly deputies to directly write on the vote of confidence whether the results are good or bad, substantial or insubstantial, at this step.
I hope that the National Assembly will fulfill its responsibilities, learn from experience and set an example for the People's Councils at all levels to follow. If the vote of confidence falls into formality and does not truly reflect the qualities and leadership and management capacity of the officials in the highest authority, it will create a bad precedent for the People's Councils at all levels and the people's trust.
Whether this first vote of confidence achieves its goals and requirements or not, the main responsibility lies with each National Assembly delegate to properly perform the position of the person elected by the voters.
First is the correct assessment of a person who is a key leader in the highest authority agencies, here some people have gone through 2-3 terms of the National Assembly, some people are new for the first time, although not long but enough for those voted to demonstrate their leadership and management capacity within the scope of work, the field they are responsible for and their own contributions to the State and the people. Therefore, the assessment and consideration of the level of trust must be accurate.
Evaluation criteria: first of all, it must be based on the assigned duties, tasks, and positions such as legislative, executive, and judicial, then compared with the actual situation that is happening such as economy, culture, society, people's life, national defense - security... to show the person's capacity at what level compared to the assigned duties and tasks. This is the most accurate measure in assessing whether that person is highly trusted or lowly trusted, has completed the task well or not completed the task.
In the process of performing tasks, has that person clearly demonstrated the capacity worthy of the assigned position; at the same time, in terms of ethics and revolutionary qualities, has he/she maintained purity; has his/her working style and methods been close to the people, sincerely listened to their opinions, and actively and proactively resolved voters' suggestions and recommendations in the field he/she is responsible for?
Each subject is voted on - voted on confidence in different positions, the nature of the work is completely different and the level of trust will be different. Information from the report on the results of performing the assigned tasks and responsibilities of the person being voted on - combined with information from public opinion, voters, press, agencies, and organizations compared with the promise made to the National Assembly by the person being voted on - will have a fair and objective assessment for each specific subject. However, to achieve a standard and relative accuracy, National Assembly deputies need to filter information about the subject of the vote - voted on confidence.
In this voting, each National Assembly delegate needs to be aware that his or her vote represents the will and aspirations of the majority of the people who want an examination to test the quality of high-level personnel in positions elected or approved by the National Assembly. Avoid voting based on emotions, without checking and verifying specific results in practice, voting in a "rounded" manner to get it done, simple, sketchy, and formalistic manner.
The second tendency is sentimentality, personal hatred, not recognizing the contributions of one's comrades, even distorting them. Because the vote - vote of confidence will greatly and directly affect the political reputation of each subject being voted - voting, taking this opportunity to destroy each other's reputation. It is necessary to prevent negative phenomena such as vote-seeking, vote-mobilizing, favoritism, and prejudice.
The organization of the vote of confidence demonstrates the determination of our Party to build a truly clean and strong state apparatus from the central to the grassroots level, a state of the people, by the people, for the people. To be successful, each National Assembly delegate through each vote must have a new mindset, clearly aware of the importance of this vote.
Each delegate must have courage, a high sense of responsibility towards the people and the country, and be objective - honest - impartial - transparent. Only then can we ensure that the vote of confidence achieves the highest and most exemplary results and draw good experiences for building a strong national authority./.
