Many experts and engineers at Dung Quat Oil Refinery said that the Catalytic Cracking workshop (Unit 15) - considered the "heart" of the factory - is having technical problems and has had to temporarily stop operations for the past two days.
The initial cause given by experts was that the factory had just restarted but immediately operated at 100% capacity, causing the CO-BOILER equipment in the Catalytic Cracking workshop to crack. Therefore, this important workshop had to be temporarily stopped to fix it by welding before it could be operated again.
Currently, the contractor Technip has mobilized experts from Japan to Vietnam.
Meanwhile, speaking to reporters on the morning of August 7, General Director of Binh Son Refining and Petrochemical Company - Nguyen Hoai Giang still affirmed: "Dung Quat Oil Refinery has no problem". Binh Son Refining and Petrochemical Company Limited is the unit managing the factory.
Another source said that Quang Ngai province's leaders are concerned that if the Dung Quat oil refinery continues to have "technical problems" from now until the end of the year, the province's GDP growth rate will be difficult to reach the set target and plan of 10-11% this year.
Previously, from early May to early July, Dung Quat oil refinery also stopped operating to handle technical errors before final acceptance and handover at the end of this year. Accordingly, experts from Technip Contractor Group, in coordination with engineers and workers of Binh Son Refining and Petrochemical Company Limited, completely handled 4 major technical errors and dozens of minor errors at the technology workshops. Of which, major technical errors were concentrated in the Catalytic Cracking Technology Workshop (RFCC) - the most important technology workshop of Dung Quat oil refinery. After returning to 100% operation for the past month, Dung Quat oil refinery is currently experiencing technical problems (outside the company's planned schedule).
In the international energy market, information about Vietnam’s unexpected need for additional sources of finished petroleum products is expected to continue to heat up the regional market, especially as many refineries in neighboring countries are also temporarily shutting down for maintenance or technical reasons. This will also benefit domestic crude oil exporters, as international sources said that the Vietnam Oil Corporation (PV Oil) is offering 700,000 barrels for sale, with a delivery date of September, when the energy market is expected to be “warmer”.
However, along with exporting crude oil, according to energy traders, PV Oil is also looking to buy about 108,000 m3 of gasoline and finished oil products of all kinds (equivalent to 680,000 barrels), to be delivered at the end of August and the beginning of September. Another importer, Saigon Petro, is also ordering about 160,000 barrels of all kinds and is expected to import them at the end of August.
