The State supports 1,274 billion VND in electricity bills for poor households, policy

According to the Electricity Regulatory Authority, the Ministry of Industry and Trade's current design of six-tiered electricity prices aims to support poor households using low-tier electricity, while encouraging efficient and economical use of electricity.

Nguyen Anh Tuan, Director of the Electricity Regulatory Authority, Ministry of Industry and Trade, said that the average retail electricity price will increase by 8.36% from March 20, 2019, with 6 levels for household customers: level 1 from 0 - 50kWh, consumers using up to 50kWh will incur an additional cost of about 7,000 VND; level 2 from kWh 51-100kWh, consumers using up to 100kWh will have to pay an additional cost of about 14,000 VND, an increase of 8.4%; level 3 from kWh 101-200, consumers using up to 200kWh will have to pay an additional 31,600 VND; level 4 from 201 - 300kWh, customers will have to pay an additional 53,100 VND; with levels above 400kWh, customers will pay an additional 77,200 VND.

Currently, there are more than 25.8 million electricity customers; of which 35.6% use less than 100kWh; the level above 300kWh is only less than 15%; over 400kWh accounts for 7.1%... Therefore, designing a tiered electricity price to support poor households using low-level electricity, while at the same time encouraging the use of electricity economically and efficiently.

The representative of the Ministry of Industry and Trade affirmed that for poor households and policy households in particular, in order to implement the Government's policy on supporting poor households and policy households, the Ministry of Industry and Trade will continue to implement the provisions of Decision No. 28/2014/QD-TTg dated April 7, 2014 of the Prime Minister regulating the structure of retail electricity prices.

Accordingly, poor households are supported with a monthly support level equivalent to the amount of electricity used by 30kWh/household/month. Social policy households with electricity usage of no more than 50kWh/month are supported with a monthly support level equivalent to the amount of electricity used by 30kWh/household/month. Thus, with 2.11 million poor households, the current policy is that the state budget is spending 1,274 billion VND to support electricity bills for this group of people.

Currently, EVN is selling electricity to more than 1.4 million production customers, at an increase of 8.36%, each household pays an average of 12.39 million more, an increase of 869,000 VND/month.

The Ministry of Industry and Trade also said that it had conducted a survey with cement and steel production enterprises that use a lot of electricity. Cement production households can pay an additional 7.19%, equivalent to 13 million VND/month, but some customers increased by 8.44% and paid 95 million VND/month. In the steel industry, among customers who use less electricity, the increase is about 7.3%, equivalent to 50 million VND/month.
