The state buys apartments to make public housing
In order to carry out the task of managing the public housing fund, the Ministry of Construction is purchasing a number of apartments in Hanoi as public housing to arrange for leaders who are subject to transfer or rotation of government agencies.
Accordingly, the Hanoi People's Committee has agreed to allocate part of the city's housing fund to the Ministry of Construction to carry out procedures to purchase a number of apartments for public housing. These are projects built on 20% of the city's land fund and do not collect land use fees.

Among the 106 apartments proposed for purchase as official residences in this phase, there are 10 apartments in the CT7 housing project in the My Dinh - Me Tri new urban area with a total area of 718 m2 including all types of apartments (the largest is 99.8 m2, the smallest is 53.5 m2), ensuring the standards for using official residences. Currently, these apartments have been basically completed and can be arranged for immediate use. In addition, there are 96 other apartments in the CT1-CT2 Green Park Tower housing project - Yen Hoa new urban area with a total area of 10,800 m2; in which the largest apartment is 104.5 m2 and the smallest is 96 m2. According to the schedule, these apartments will be handed over in the beginning of the third quarter of 2012.
In case there is a need to arrange more accommodation, the Ministry of Construction said it will survey and propose to buy 10 to 20 more commercial apartments for official residences in the first quarter of 2012. The Ministry of Construction also proposed to allocate more capital to buy essential interior equipment for the apartments. With the previously formed official residence fund, the Ministry of Construction will organize the reception from the Government Office to manage the leasing and operation; develop management regulations, determine the subjects and conditions for living in official residences.
The Ministry of Construction can sign a contract to entrust the enterprise that is managing and operating the housing (in case of purchasing a number of apartments in a housing project as official housing) or select and sign a contract with an enterprise with professional capacity to manage and operate official housing.
