Mr. Hoang Vien's house - Where the Central Party Committee operates
In 1930-1931, the Central Committee of the Central Region chose Mr. Hoang Vien's house as the place to operate and direct the revolutionary movement. At the end of 1940, at Mr. Hoang Vien's house - the Central Committee welcomed comrade Muoi Cuc (ie comrade Nguyen Van Linh) a Central official to direct the Central Committee to prepare all conditions for the General Uprising to seize power in August 1945.

Mr. Hoang Vien's house is in Phuc My village, now Hung Chau commune, Hung Nguyen district. Phuc My village is located in the middle of Hung Chau commune, to the northwest is Nhon mountain, to the south is Lam river. From Phuc My village to Lam river, you can go down to Ben Thuy, Vinh city or go to Yen Xuan station to take the train to the South and North. With such a location, in 1930-1931, the Central Region Party Committee chose this place as a place of operation to direct the revolutionary movement in Hung Nguyen and Nam Dan areas.
History also records that after the Party was born, in April 1931, the Central Region Party Committee sent a representative to contact the communist group with the code name Truc - Lam - Giang to develop the Party base in the villages along the Lam River in Nam Dan, Hung Nguyen, Duc Tho. At that time, Phuc My village already had a Party organization including comrades Nguyen Ngo Dat and Nguyen Le. With the enlightenment of comrade Nguyen Le, a number of active people such as Nguyen Khuon, Hoang Vien, Hoang Tu, Le Vien, and Nguyen Thuyen participated in revolutionary activities. In July 1930, at Mr. Hoang Vien's house, the Phuc My Party cell was established with comrade Nguyen Ngo Dat as secretary. Later, the cell admitted 4 more Party members: Hoang Vien, Hoang Em, Hoang Xi, and Nguyen Hua. Under the leadership of the Party, the people of Phuc My rose up to fight in harmony with the strong spirit of the entire Hung Nguyen district.
When the struggle movement reached its peak, many large demonstrations took place in Nam Dan, Hung Nguyen, Anh Son, Thanh Chuong, Can Loc, Duc Tho..., the Soviet government was born. After a short time, the enemy concentrated its forces to suppress the revolution with bloody terror, many cadres and party members were imprisoned, the party base was broken. In that situation, the Regional Party Committee decided to move its agency from Hung Dung, Loc Da to Phuc My to continue directing the revolutionary movement. Mr. Hoang Vien's house became the headquarters of the Central Region Regional Party Committee.
Mr. Hoang Vien has two houses. The upper house is divided into two rooms, the inner room has a loft for the staff to eat and rest, the outer room is for meetings and receiving guests. Behind the house is a door leading to Nhon mountain. The smaller house has 3 rooms for cooking. Behind Mr. Hoang Vien's house, 2 more tunnels were dug deep into Nhon mountain. The tunnels are 2m deep, 1.5m wide, covered with wood and covered with dirt above, surrounded by dense trees to hide, used as a place to print, hide documents and hide. When there is a disturbance, the staff go down the tunnel to the back of the mountain to escape.
Families in the neighborhood such as Mr. and Mrs. Hoang Tuan, Hoang Em, Hoang Xi, Nguyen Thi My, Le Thi Nam... were all printing facilities and hiding places for Party cadres. Here, the newspapers "Lao Kho" and "Tien Len" in September, October and November 1930 were printed and distributed, promptly encouraging the fighting spirit of the masses. To ensure the safety of the Regional Party Committee, the Hung Chau Self-Defense Team was established with 60 members patrolling day and night. Some Party members such as Hoang Vien, Hoang Nhi, Nguyen Thuyen, Nguyen Hua actively mobilized funds for the Regional Party Committee's activities.

Since the day the Regional Party Committee came to work in Hung Chau, many rallies and demonstrations took place, typically the struggle of 500 farmers demanding the village chief to return 500 quan of Tuan Suong money and some land to be distributed to poor farmers; the demonstration at Nhat Tan banyan tree exposing Ton That Dan's harassment of the people attracted many people in Hung Phu, Hung Khanh, Hung Nhan, Hung Loi, Hung Phuc... to participate. After this struggle, the Soviet government in Phuc My village was established. The number of people participating in the red peasant association, youth union, women's union, and self-defense force increased day by day. After that, the enemy continuously sent troops to Hung Chau to search, arrest cadres, party members, and suppress the revolutionary masses. Comrades Hoang Xi, Nguyen Thuyen, and Nguyen Hua who fell into the enemy's hands were executed right at Phuc My communal house. However, the people of Hung Chau remained loyal to the revolution, and Phuc My village was still the Party's base.
In October 1939, comrades Bui San, Tran Qui, Chu Huy Man, Tran Van Quang, key cadres of the Regional Party Committee, returned to Hung Chau to work. Here, the Regional Party Committee directed the grassroots party organizations to develop forces, gather the movement, and prepare all aspects for a new revolutionary stage. At the end of 1940, at Mr. Hoang Vien's house, the Regional Party Committee welcomed comrade Muoi Cuc (i.e. General Secretary Nguyen Van Linh), a Central cadre, to directly lead the movement and direct the Regional Party Committee to prepare all conditions for the General Uprising to seize power in August 1945. In 1964, after Mr. Hoang Vien passed away, both houses were transferred to his son Hoang Nhi and two grandchildren, Mr. Hoang Van Thuoc and Hoang Van Luoc, to look after.
With its historical value as the operating base of the Central Region Party Committee during the two revolutionary periods of 1930 - 1931 and 1939 - 1945, Mr. Hoang Vien's house was recognized as a National Historical Relic by the Ministry of Culture and Information under Decision No. 457/QDVH, dated March 25, 1991.
It is known that on December 17, 2010, the Ministry of Culture, Sports and Tourism received Official Dispatch No. 8056/UBND of the People's Committee of Nghe An province on the agreement on the Investment Project to build the project: Renovation and upgrading of Mr. Hoang Vien's house - the base of the Central Region Party Committee in 1930 - 1931. The Ministry of Culture, Sports and Tourism also agreed to implement the project and assigned the Department of Culture, Sports and Tourism to closely coordinate with the family and local people to unify the plan and create consensus before implementation. The Ministry of Culture, Sports and Tourism also requested the Provincial People's Committee to direct relevant agencies to pay attention to the above issues to complete the dossier and implement the steps according to current regulations.
According to Mr. Pham Quoc Viet, Vice Chairman of Hung Nguyen District People's Committee: Due to many years of lack of restoration, the relic is now seriously degraded. The district has sent a document to the Provincial People's Committee requesting the relevant agencies to promptly implement the project to restore and upgrade the historical relic of Mr. Hoang Vien's house. However, the project has not been implemented yet.
