On March 6, the Ministry of Education and Training announced that it had issued a Circular regulating the management of life skills education activities and extracurricular educational activities.

According to regulations, to implement these activities, schools must have sufficient textbooks and documents issued or approved by the Ministry of Education and Training. If the textbooks and documents are self-selected or self-developed, they must be licensed by a competent authority or registered by an agency according to regulations and have content that is consistent with Vietnamese customs and traditions. The Circular clearly states: Schools must be responsible for educational content, quality of life skills education and extracurricular education. The implementation of these activities must be based on the voluntary spirit of students and must not violate regulations on extra teaching and learning. Schools are allowed to collect tuition fees to pay for teachers' salaries, management work, asset depreciation, etc., but the collection level must be built on the principle of revenue and expenditure, and at the same time reported to the management agency to serve the inspection and supervision work.

This regulation takes effect from April 15, 2014.
