Man fined 20 million VND for accepting 60 ID cards as collateral

A man in Lai Chau was fined a total of 20 million VND for accepting 60 citizen identification cards as collateral for two violations.

On the evening of April 14, Than Uyen District Police (Lai Chau) announced that the People's Committee of this district had just issued a decision to administratively fine Mr. LVN (in Muong Than, Than Uyen District) 20 million VND for 2 violations.

Previously, Than Uyen District Police received information that many citizens, including students in the district, after being issued Citizen Identification Cards (CCCD), had pawned them at a VN motorbike shop to get money to spend.

At around 2:20 p.m. on April 7, the police conducted an administrative inspection of a business that sells Vietnamese motorbikes and mobile phones in Muong Than commune, Than Uyen district.

During the inspection, the police discovered that this facility had mortgaged 60 ID cards of 2 middle and high school students and 58 permanent residents in Than Uyen and Tan Uyen districts (Lai Chau), Van Ban district (Lao Cai), and Nghia Lo district (Yen Bai).

The police determined that the VN motorbike and mobile phone trading establishment previously operated in a conditional investment and business sector regarding security and order, and was granted a Certificate of Eligibility for Security and Order, but it was revoked.

The working group drew up a record of administrative violations against the owner of the facility, temporarily detained the 60 CCCD cards mentioned above and asked Mr. LVN - the owner of the facility to go to the police station to clarify the violation.

At the police station, Mr. LVN admitted his wrongdoings in accepting CCCDs from people and students as collateral for loans of 100,000 VND - 200,000 VND, conducting credit activities but not meeting security and order conditions.

Mr. N. was fined 20 million VND, including 5 million VND for "receiving a CCCD as collateral" and 15 million VND for "doing business in an industry or profession with conditions on security and order when the police agency had revoked his certificate of eligibility for security and order".

Than Uyen District Police are verifying and classifying cases of pawning ID cards to create records and handle them according to regulations.
