According to President Ho Chi Minh, the way a cadre works is a very important issue, deciding the success or failure of the work. Working style has many contents, but there are 3 main contents, including: Democratic style; Scientific style; Style always unifying theory with practice, saying goes hand in hand with doing.
Democratic style, or "democratic way of doing things", according to Ho Chi Minh, is the most important content. The basis of this principle is based on the people's right to mastery, knowing how to listen to people's opinions, having close relationships with people, learning from people, always considering oneself as a "servant", "public servant" of the people, wholeheartedly serving the people, serving the Fatherland. In reality, for the above contents, we have implemented and achieved many results, but they are still limited and unconvincing. Regarding the scientific style, according to President Ho Chi Minh, it is "a scientific way of working". This is a very important requirement that requires each cadre to strive and practice. To achieve good results, according to Uncle Ho, cadres must develop plans and have properly defined goals.
At the same time, we must fight against the way of working carelessly, roughly, generally, and ineffectively. The plan must demonstrate scientificity and the spirit of: one policy, ten measures, and twenty or thirty determinations. We must guide the work, absolutely not beat the drum and abandon the stick, not do it thoroughly, and ineffectively. In the scientific style, Ho Chi Minh attached great importance to the work of cadres. We must arrange and assign the right cadres, not "use a carpenter as a blacksmith", learn one thing and do another. We must regularly check the implementation of subordinates. Always unify theory and practice, say what you do. He especially noted: We cannot just theorize or politicize in vain, people need to see the practical benefits from the good examples and practical actions of cadres and party members. Whatever is beneficial to the people, we must do, whatever is harmful to the people, we must avoid. One good example of a cadre is worth more than a hundred good speeches...
In reality today, it is not uncommon for officials to speak in vain, and even to speak wrongly without knowing it. Therefore, in early 2012, when visiting and talking with officials of the Central Propaganda Department, General Secretary Nguyen Phu Trong advised: "Focus on the field of political theory education,... do not let the phenomenon of speaking without knowing right or wrong happen. Those who educate must also be educated, those who do ideological work must also be nurtured in terms of ideology."
The 4th Resolution of the 11th Party Central Committee pointed out 3 urgent issues in Party building today: "First, resolutely fight to prevent and push back the degradation of political ideology, morality and lifestyle of a large number of cadres and Party members, first of all leaders and managers at all levels to improve the leadership capacity and fighting strength of the Party, and consolidate the trust of Party members and the people in the Party. Second, build leaders and managers at all levels, especially at the Central level, to meet the requirements of industrialization, modernization and international integration. Third, clearly define the authority and responsibility of the head of the Party Committee and the government in relation to the collective Party Committee, agencies and units; continue to innovate the Party's leadership methods.
Of the three issues above, the first issue is the most central, consistent and urgent. To effectively implement the Resolution, it is necessary to do well in four important groups of solutions: Self-criticism and criticism, promoting the pioneering and exemplary role of superiors; doing well in organizational work, cadres and party activities; Regarding mechanisms and policies; Regarding political and ideological education.
Combining the study and following of Ho Chi Minh's style with the serious implementation of the 4th Central Resolution, 11th tenure "Some urgent issues on Party building at present" will actively contribute to the success of the Resolution, building our Party to be truly clean and strong, meeting the requirements of revolutionary tasks in the current period and consolidating the people's trust in our Party.
