(Baonghean.vn) - Continuing the working program in Quy Chau district, on the afternoon of August 6, comrade Ho Duc Phoc, Secretary of the Provincial Party Committee and the provincial working delegation worked with the Standing Committee of Quy Chau District Party Committee to listen to the report on the implementation of socio-economic development tasks, national defense and security, and Party building and political system building in the area.

Overview of the working session

The report on the implementation of socio-economic development tasks, national defense and security, and party building work in the area by comrade Lang Van Chien, Provincial Party Committee member, District Party Committee Secretary, and Chairman of the District People's Council, showed that: under the leadership of the District Party Committee, the solidarity and efforts of the ethnic people in the area, the socio-economic situation from the beginning of the year until now has been stable, with good growth. The total production value is estimated at over 633 billion VND, an increase of 8.4% over the same period. Forest management and protection work has been focused on, and forest fire prevention and control work has been done well, so there have been no forest fires in the area. Budget revenue reached 8.8 billion VND, reaching 76.6% of the provincial plan, an increase of 8.6% over the same period. The cultural and social fields have made progress, at the end of the 2013-2014 school year, 69 students achieved provincial-level excellent students, especially national excellent students. Attention is paid to people's health care, and social policies are effectively implemented. National defense and security are maintained, and social order and safety are ensured. Party building and the political system are given increased attention.

However, the limitations of Quy Chau are that the economic growth is not high, not sustainable, many targets are difficult to achieve, the poverty rate is still high; the implementation of the new rural construction program, land consolidation and plot exchange is still slow; the settlement of some land-related cases is not thorough, the allocation of production land is still slow; the number of graduates without jobs is increasing; job creation for workers is still limited... In order for Quy Chau to develop, the district also recommends that the province pay attention to directing and helping, and have policies and mechanisms for the district such as: allocating investment capital for safe areas according to Decision 229-TTg; paying attention to implementing the grid connection for 3 communes in the inner area; having policies and mechanisms to support the development of some plants and animals to promote local advantages such as duck, planting aromatic roots, and linden trees; reviewing land of ineffectively used forestry farms to hand over to people for production....

After listening to the leaders of departments and branches speaking, giving comments and discussing the recommendations of Quy Chau district, comrade Ho Duc Phoc, Secretary of the Provincial Party Committee concluded, praising the district's efforts in carrying out the tasks of socio-economic development and party building in the area, such as the economy has grown quite well; industry and handicrafts have developed, budget revenue has been quite good; culture and society have made progress; ideological work has been well implemented, creating consensus in society... The shortcomings and weaknesses that need to be overcome are that the average income per capita is still low, the rate of poor households is still too high (over 45%); the work of developing craft villages and craft villages is still slow; The replication of effective economic models and advantages of the district has not been well implemented... In the coming time, Quy Chau needs to deploy tasks and solutions to achieve the goals and targets of the Party Congress for the 2010-2015 term, in conjunction with the assignment of each specific task. First of all, it is necessary to complete the 2014 plan; implement the 2014 PCLB-TKCN plan; promote production and business, develop trade and services; replicate effective economic models, accelerate hunger eradication and poverty reduction through incentive and stimulus mechanisms to create a fast and strong spread; promote land and forest allocation, build new rural areas; strengthen state management of land and environment; focus on taking care of people's health, and implement social security well... Party building work needs to create consensus; effectively implement the project to improve the capacity and fighting strength of grassroots party organizations and party members; Focus on personnel work associated with training and fostering; continue to well implement Resolution No. 4 of the Central Committee; prepare all conditions for the next term's Party Congresses at all levels.
