To effectively implement the Project to promote reform of the public service and civil servant regime, Deputy Prime Minister Nguyen Xuan Phuc requested ministries, branches and localities to continue to deploy and expand the application of computer-based recruitment exams in recruiting civil servants of ministries, branches and localities; and recruitment exams for leadership and management positions.

At the same time, innovate and improve the quality of civil servant promotion exams, ensuring seriousness and quality; urgently deploy the determination of job positions in agencies, organizations and units from the central to local levels.

The Deputy Prime Minister requested the Ministry of Home Affairs to urgently develop, promulgate or submit to competent authorities for promulgation and approval of documents regulating public service and civil servants according to the approved Plan of the Project; assign tasks among members of the Central Steering Committee to ensure conformity with functions, authority, clear responsibilities and coordination during the implementation of the Project.

The Ministry of Home Affairs also needs to proactively develop the Steering Committee's action plan and maintain regular meetings to discuss directions for developing Projects according to the Plan.

At the same time, the Ministry pays attention to guiding, urging, and inspecting ministries, branches, and localities in organizing implementation, promptly reporting difficulties, problems, and solutions. Proposing to promptly commend individuals and organizations that perform well and have a form of criticism for individuals and organizations that do not perform well.

Previously, the Prime Minister approved the Project "Promoting reform of the public service and civil servant regime" with the contents of promoting decentralization of management and perfecting the organization of a compact and lightweight public service; reducing the scale of public service, avoiding overlap, continuing to streamline the payroll, and improving the quality of the staff and civil servants.

The goal is to strive by 2015 to have 70% of State agencies and organizations from the central to district level develop and approve the list of job positions and the structure of civil servants by rank.

In addition, 100% of civil servant titles and standards have been revised, supplemented and developed; piloting innovation in the selection of leaders and managers at the department level and equivalent or lower...
