To effectively implement the Project to accelerate the reform of the civil service system, Deputy Prime Minister Nguyen Xuan Phuc requested ministries, sectors, and localities to continue deploying and expanding the application of computer-based examination methods in the recruitment of civil servants in ministries, sectors, and localities; and in the recruitment of leadership and management positions.

At the same time, innovate and improve the quality of civil servant promotion examinations, ensuring they are conducted seriously and effectively; and promptly implement the process of determining job positions in agencies, organizations, and units from the central to local levels.

The Deputy Prime Minister requested the Ministry of Interior to urgently develop, issue, or submit to competent authorities for issuance and approval, regulations on public service and civil servants in accordance with the approved Project Plan; and to assign tasks among members of the Central Steering Committee to ensure consistency with functions and authority, clear responsibilities, and coordination in the implementation of the Project.

The Ministry of Interior also needs to proactively develop the Steering Committee's operational plan and maintain regular meetings to discuss the direction for developing projects according to the Plan.

At the same time, the Ministry pays attention to guiding, urging, and inspecting ministries, sectors, and localities in organizing the implementation, promptly reporting difficulties and obstacles, and proposing solutions. It also proposes timely commendation of individuals and organizations that perform well and appropriate criticism of those that do not perform well.

Previously, the Prime Minister approved the "Project to Promote Reform of the Civil Service System," which includes promoting decentralization of management and improving the organization of civil service to be streamlined and efficient; reducing the scale of civil service, avoiding overlaps, continuing to reduce staffing levels, and improving the quality of the contingent of officials and civil servants.

The goal is to strive to have 70% of state agencies and organizations, from the central to district levels, develop and have approved job position lists and civil servant structures by rank by 2015.

In addition, 100% of the job titles and standards for civil servants have been revised, supplemented, and developed; a pilot program for reforming the selection of leaders and managers at the departmental level and below has been implemented...
