(Baonghean) - Nhan Thanh Commune is a dense clay area and is the lowest commune in the Yen Thanh lowland area. People here mainly live on agriculture, so in addition to difficulties in making a living, they also have to suffer from a severe lack of domestic water.

When there was no clean water system, households had to use water from dug wells, take water from irrigation canals or water from ponds and lagoons for drinking, bathing and daily activities. Therefore, during the dry season, people only depend on the irrigation water from the river system flowing from Do Luong district. If this source is not open, the whole commune will almost be thirsty. During the rainy season, Nhan Thanh is the navel of water, water from all over the place brings mud and garbage, causing flooding, environmental pollution, and pollution of domestic water sources. Therefore, Nhan Thanh is a locality with a relatively high number of people suffering from diseases related to domestic water and sanitation compared to the whole district.

Nhan Thanh water supply project

Having clean water for drinking and daily activities is an urgent need and a fervent wish of the people here. When there was a policy to invest in building a clean water supply plant, most households registered to participate, although life was still difficult, income was not enough to cover daily living expenses, while the contribution of each household was relatively high. However, with the determination of local government leaders, the consensus of the people and the contribution of Mr. Phan Van Quy - Chairman of Thai Binh Duong Group, a native of Nhan Thanh far from home, after more than 1 year of construction, the clean water plant was completed and put into use.

We visited Mr. Bui Van Chung's family in Hamlet 8, a normal level 4 house, but the water supply and sanitation facilities have just been upgraded quite systematically, with a water tank placed on the roof of the bathroom, and a septic tank. A girl about 10 years old was standing turning on the tap to get water to wash her face. Looking at the clear water, I asked Mr. Chung how he felt about the clean water project. He showed me the pond in front of the house, where the ducks were swimming and there were still a few water pipes of the families that had not been dismantled yet. He said: "Previously, my whole hamlet used to get water from this pond for drinking and daily use. Itching, pimples, and red eyes were common. I just felt sorry for the sick children who had to miss school a lot. Since the clean water project was built, the children are clean and have much less illness, and go to school regularly. It is truly a life-changing project."

After only 1 year of operation, the project has had a positive impact on the lives of people in Nhan Thanh commune. The fear of water shortage and disease is no longer a concern for the people here. More than 90% of households in the commune are provided with clean water that meets national standards at a price of only 4,000 VND/m3.

For the project to operate sustainably, the commune has established a management board and an operation team, developed the factory's working regulations and regulations on project management and protection, and discussed and agreed upon through village meetings. The commune chairman said that to ensure reasonableness, the commune will soon transfer the project to the agricultural cooperative for management. With the right policy of the local government and the people's approval, I think the project will certainly be effective and sustainable. From now on, Nhan Thanh people will no longer have to worry about the lack of water for daily use.

Nhan Thanh water plant project started construction in early 2010 and was completed at the end of the year, with a designed capacity of 1,500 m3/day and night, enough to supply water for more than 5,000 people with a flow rate of 80 liters/person/day. The total construction cost was 19.8 billion VND, of which the budget of the National Target Program for Clean Water and Environmental Sanitation supported 11 billion VND, Mr. Phan Van Quy supported 4.7 billion VND, and people and localities contributed 4.1 billion VND. Currently, the plant is supplying water to 1,750 households with more than 5,500 people, students of 2 kindergartens, 1 primary school, 1 secondary school, government headquarters and commune health stations.
