The delegates acknowledged the efforts of the Provincial People's Committee and authorities at all levels in managing socio-economic development; at the same time, they discussed enthusiastically about issues such as: Land management; ensuring the environment during the development process; New rural construction needs to focus on sustainability in economic development, improving people's lives. Many delegates also expressed concerns about tax arrears and social insurance.

In particular, there were many discussions and proposals for the Provincial People's Committee and relevant departments and agencies to promptly implement policies to support fishermen in borrowing capital to build offshore fishing vessels according to the Government's policy. Mr. Nguyen Dinh Minh - a delegate of the People's Council elected in Quynh Luu said: For a long time, many programs of the province and the Central Government have supported fishermen to go offshore and fish offshore, but this time with the complicated developments in the East Sea, quickly supporting fishermen to build large-capacity iron-hulled vessels is important not only to increase fishing output but also to protect the islands.
Regarding this issue, Mr. Nguyen Viet Duong - Provincial People's Council Delegate, Director of the Department of Finance affirmed: The Government has issued a policy to support fishermen to build ships to go offshore. The industry is actively coordinating with departments and coastal districts to review and advise, propose to the Provincial People's Committee to have positive solutions, work with the banking system so that fishermen can quickly access capital to build large ships to go offshore.
