Japan prepares to accept Vietnamese nurses and caregivers

On the afternoon of April 18, Minister of Industry and Trade Vu Huy Hoang signed and exchanged detailed legal documents on the cooperation agreement on sending and receiving qualified nurses and caregivers between Vietnam and Japan.

Mr. Yasuaki Tanizaki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, handed over the Japanese document previously signed by the Foreign Minister to the Vietnamese side and received the Vietnamese document signed by Minister Vu Huy Hoang.

The document signed this time (in the form of an Exchange of Letters) is a detailed legal document, concretizing the commitments between the two countries in the Vietnam - Japan Economic Partnership Agreement (VJEPA) signed in December 2008 and the content of the Memorandum of Understanding on the Mechanism for receiving qualified Vietnamese nurses and caregivers to Japan, signed by Prime Minister Nguyen Tan Dung and Japanese Prime Minister Yoshihiko Noda on October 31, 2011 during the Prime Minister's official visit to Japan.

According to the Agreement, Japan will officially accept Vietnamese nursing and caregiving candidates who meet the qualifications, experience and Japanese language proficiency to work and study in Japan for 3 years (for nurses) and 4 years (for caregiving). During this time, candidates will take the Japanese National Certification Exam. If they pass the exam, they can work long-term at hospitals and nursing facilities in Japan.

Vietnam will also accept nurses and caregivers with professional qualifications, experience and Vietnamese language proficiency from Japan to work in Vietnam.
This cooperation agreement allows Vietnamese candidates who have graduated from intermediate nursing school or higher, with at least 2 years of experience, to participate in a 12-month preparatory training course to meet the Japanese language requirements (N3) and other general knowledge before being officially allowed to work, or continue studying nursing in Japan, the world's leading developed country in medical services with high income. After the Philippines and Indonesia, Vietnam is the third country to officially have a cooperation agreement in the field of exchange of nurses and caregivers with Japan.

The signed agreement is a legal basis to help the two sides soon implement specific cooperation activities, expected in 2012, and open up new cooperation directions, deepening the increasingly comprehensive strategic partnership between Vietnam and Japan.
