According to the "Vietnam Railway Transport Development Strategy to 2020 and Vision to 2050" approved by the Prime Minister, Vietnam's goal is to put some North-South high-speed railway sections into operation by 2020.
However, the implementation of this goal faces many difficulties, especially capital mobilization, because investing in high-speed railways requires a huge amount of capital and cannot be easily mobilized immediately.
In addition, human resources to implement the project is also a big challenge for the Vietnamese railway industry.
In order for Vietnamese railway officials, engineers and workers to have access to Japanese high-speed railway technology, in the past 2 years (from 2009-2010), Japan has helped Vietnam Railways train 14 officials in high-speed railway technology.
In addition to helping Vietnam train human resources, in early November 2010, Japan also sent a diplomatic note to Vietnam proposing a cooperation program to research and develop a high-speed railway project for the Hanoi-Vinh and Ho Chi Minh City-Nha Trang sections.
The Japanese side has proposed to add the technical cooperation program for the Study on the establishment of high-speed railway projects on the Hanoi-Vinh and Ho Chi Minh City-Nha Trang sections to Japan's Programs in fiscal year 2010.
The Vietnamese Ministry of Planning and Investment also sent a diplomatic note to the Japanese Embassy in Vietnam agreeing to receive additional technical assistance from Japan./.
