In this letter, Japan and the United States asked the International Civil Aviation Organization to consider "whether China's request that aircraft flying outside its airspace management area must follow China's instructions on the grounds of establishing an Air Defense Identification Zone violates the regulations of the International Civil Aviation Organization."
The content of this letter was announced by Japan at the meeting of the Board of Directors of the International Civil Aviation Organization on March 10 in Canada and was discussed by other countries.
Since this was a closed meeting, the detailed content of the discussion is unclear. However, while European and American countries expressed their approval of the letter's content, China voiced strong opposition./.
