It can be clearly seen that one person holding both the positions of Party cell secretary and hamlet chief has many advantages in leadership and management. Not to mention, when one person receives an allowance for both positions (more than 2.2 million VND/month), he/she has more conditions to concentrate on work. However, for hamlet cadres with weak capacity, it is difficult to complete the work, so it requires the person in charge to have capacity, good health and a "team" that is enthusiastic about public work.

It is known that according to Decision 14/2014 dated27/1/2014The provincial People's Committee issued a system for hamlet (village) level, including 5 positions: Party cell secretary, hamlet (village) chief, village team leader, police officer (also deputy hamlet), hamlet (village) health worker. In addition, organizations such as the Fatherland Front, veterans, youth union, women's union, the elderly... if the concurrent regime is not implemented, the hamlet (village) cadre apparatus is truly "powerful"! Should it be possible to streamline according to the "unified" regime as in the 2 hamlets mentioned above in Dong Hop commune? This is also something that needs to be considered and evaluated early for effectiveness so that it can be widely replicated?
