Mission of the disaster prevention and control fund
(Baonghean.vn) - The Government issued Decree No. 78/2021/ND-CP on the establishment and management of the Natural Disaster Prevention and Control Fund. The Decree consists of 6 chapters and 26 articles, stipulating the establishment, management and use of the Natural Disaster Prevention and Control Fund, financial sources, and expenditure contents.
Disaster prevention fundis a non-budgetary state financial fund with legal status, its own seal and is allowed to open accounts at the State Treasury and commercial banks operating legally in Vietnam. The Disaster Prevention and Control Fund operates under the model of a single-member limited liability company with 100% of the charter capital held by the State.

- For organizations:The mandatory annual contribution is 0.02% of the total value of existing assets according to the financial report prepared on December 31st of each year by the organization reporting to the Tax Authority, but the minimum is VND 500,000, the maximum is VND 100 million and is accounted for in the organization's production and business operating expenses. Payment time: at least 50% of the amount must be paid before July 31st, the remaining amount must be paid before November 30th of each year.
- For individuals:Employees receiving salaries from the budget contribute one-half of the basic salary divided by the number of working days in a month; Employees in enterprises contribute one-half of the regional minimum wage divided by the number of working days in a month according to their labor contracts; Other employees contribute VND 10,000/person/year. Payment time: one-time payment before July 31 every year.
The management and operational costs of the Provincial Fund shall not exceed 3% of the total revenue of the Provincial Fund.

1. Support disaster response activities.
2. Relief and support to overcome the consequences of natural disasters (maximum of 3 billion VND in total investment of 01 project).
3. Support preventive activities.
The Decree takes effect from September 15, 2021, replacing Decree No. 94/2014/ND-CPdated October 17, 2014 of the Government regulating the establishment and management of the Natural Disaster Prevention and Control Fund and Decree No. 83/2019/ND-CP dated November 12, 2019 of the Government amending and supplementing a number of articles of Decree No. 94/2014/ND-CP.
The provincial disaster prevention and control fund has been established and operates under Decree No. 83/2019/ND-CP.Complete the organization and operation of the fund according to the provisions of this Decree before January 1, 2022./.
