Non-stop toll collection on all highways

In Notice No. 186/TB - VPCP, the Government Office requested the Ministry of Transport and localities to focus on directing investors to complete the installation of the remaining toll lanes before July 31 to deploy synchronous electronic toll collection nationwide from August 1, 2022; in which, deploy fully automatic toll collection for all expressways.

Thus, from August 1, all expressways across the country will simultaneously abandon manual toll collection and switch to using the system.automatic toll collection.

Therefore, to circulate on highways, vehicles will have to attach terminal tags, i.e., stick automatic toll collection tags - ETC.

In case a vehicle does not have an ETC tag but deliberately enters the highway, or a vehicle has an automatic toll collection tag but the amount in the toll collection account is not enough to pay the fee when passing through the ETC lane but still deliberately enters, the driver will be fined 2 - 3 million VND, and will also have his/her driving license revoked for 1 - 3 months (Point c, Clause 4 and Point b, Clause 11, Article 5, Decree 100/2019/ND - CP, amended by Decree 123/2021/ND - CP).

Eliminate Foreign Language and Information Technology Certificates for some civil servants and public employees

Determining salary coefficients for civil servants in some sectors

According to Circular 02/2022/TT-BVHTTDL, from August 15, Library staff will have their salary coefficient set from 1.86 - 7.55.

Also from August 15, the salary of officials specializing in Information Technology and Information Security will be implemented according to the provisions of Circular 08/2022/TT-BTTTT. Accordingly, these officials will be applied a salary coefficient ranging from 1.86 to 8.00. Accordingly, the salary paid to officials specializing in Information Technology and Information Security will be from 2,771,400 VND to 11,920,000 VND.

Also from August 2022, grassroots cultural officials will also be classified according to the new regulations, Circular 03/2022/TT-BVHTTDL, effective from August 25, 2022. According to this circular, grassroots cultural officials have a salary coefficient ranging from 1.86 - 6.38, equivalent to a salary from VND 2,771,400 to VND 9,506,200.

Withdrawing part of your savings early still enjoys high interest

From August 1, Circular 04/2022/TT - NHNN has adjusted many regulations related to the application ofearly withdrawal interest rateat credit institutions and foreign bank branches compared to before to ensure the rights of depositors.

Accordingly, the new circular has clarified the concept of early withdrawal of a deposit as a case where a customer withdraws part or all of the deposit before the due date, payment date or settlement date of the deposit.

If the deposit is withdrawn before maturity, the customer will receive the following interest rates:

  • Early withdrawal of the entire deposit: Apply a maximum interest rate equal to the lowest non-term deposit interest rate of the credit institution according to the customer group and/or the type of currency deposited.
  • Early withdrawal of part of deposit:

Deposit withdrawn before maturity: Apply maximum interest rate equal to the lowest non-term deposit interest rate of the credit institution according to customer type and/or currency type deposited.

Remaining deposit: Apply the interest rate currently applied to the deposit that the customer partially withdraws before maturity.

Thus, if a customer withdraws a part of a term deposit before maturity, only the part withdrawn before maturity will bear the lowest non-term interest rate, while the remaining deposit will still be kept at the current interest rate by the bank.

Meanwhile, according to current regulations, customers are not allowed to withdraw part of their deposit but must withdraw the entire savings book. Once the entire deposit is withdrawn, the customer will only be paid a maximum interest rate equal to the lowest non-term interest rate at that bank.

It can be seen that, compared to the old regulations, the way of calculating interest when withdrawing a part of a deposit before maturity has helped savers to reduce losses a lot.

Not classifying garbage, fined up to 1 million VND

From August 25, according to Decree 45/2022/ND-CP of the Government regulating administrative sanctions in the field ofenvironment, prescribes fines from 500,000 VND to 1 million VND for households and individuals who do not classify domestic solid waste according to regulations; do not use packaging to contain domestic solid waste according to regulations.

In addition, Article 8 of Decree 45 also adds a provision that images and videos provided by citizens will be used to sanction administrative violations in the field of environmental protection (including littering).

In addition, Decree 45 also adds many violations in the field of environmental protection that will be punished in the near future, such as:

  • The act of burning crop by-products outdoors near residential areas, airports, and main traffic routes will be fined from 2.5 to 3 million VND (according to Clause 1, Article 40 of Decree 45/2022/ND-CP).
  • The act of discharging substances that cause unpleasant odors or foul odors into the environment exceeding the technical standards on waste by less than 1.1 times in case of recidivism or multiple administrative violations shall be fined from 1 to 3 million VND (Point b, Clause 1, Article 20, Decree 45/2022/ND-CP).
  • Acts of leaking or discharging toxic chemicals into the soil and water environment in violation of environmental protection regulations will be fined from 40 to 50 million VND (according to Clause 1, Article 24, Decree 45/2022/ND-CP).

From August 1, many new regulations and policies will come into effect. The above regulations will have a great impact on the majority of people./.
