Proposal to cut off power to the 'elephant head, mouse tail' project in Dong Hoi Industrial Park

On July 29, 2022, the People's Committee of Hoang Mai town issued Document No. 1435/UBND-KT on "Request to stop supplying electricity to the Transformer Station of the Project "Civil and Export Wood Processing Factory" of Dong Hoi Development Company Limited" to the Management Board of Dong Nam Economic Zone.

According to Document No. 1435/UBND-KT, recently, Hoang Mai Town People's Committee received Official Dispatch No. 885/KKT-KTĐT dated July 12, 2022 from the Southeast Economic Zone Management Board regarding the proposal to issue a decision to sanction administrative violations and apply remedial measures against Dong Hoi Development Company Limited.

Currently, the People's Committee of Hoang Mai town is studying related documents to handle administrative violations in accordance with the provisions of law.

On July 15, 2022, Dong Hoi Development Company Limited submitted an application to stop supplying electricity to the Project "Civil and Export Wood Processing Factory".

Based on the application of this enterprise, on July 19, 2022, the People's Committee of Hoang Mai town issued Document No. 1373/UBND-KT requesting Quynh Luu Power Company to stop supplying electricity to the transformer station of the project "Civil and Export Wood Processing Factory". However, it has not been resolved yet.

Therefore, the People's Committee of Hoang Mai town requested the Management Board of the Southeast Economic Zone to give opinions and request Nghe An Electricity Company to temporarily stop supplying electricity to the transformer station with code: PA 13QLQ30010 to supply electricity to the civil and export wood processing workshop of Dong Hoi Development Company Limited in Dong My hamlet, Quynh Lap commune (Hoang Mai town) so that the company can overcome the consequences and supplement and complete the documents and legal procedures to implement the project in accordance with regulations.

Regarding Dong Hoi Development Company Limited and the violations in the implementation of the Project "Civil and Export Wood Processing Factory" in Dong Hoi Industrial Park, Nghe An Electronic Newspaper reported in the articles "An "elephant head, mouse tail" project in Dong Hoi Industrial Park" (July 20, 2022); "What violations did the "elephant head, mouse tail" project in Dong Hoi Industrial Park violate?" Accordingly, on July 8, 2022, the inspection team under Decision No. 163/QD-KKT of the Southeast Economic Zone Management Board inspected the Project "Civil and Export Wood Processing Factory" (Dong Hoi Industrial Park, Quynh Lap Commune, Hoang Mai Town) invested by Dong Hoi Development Limited Liability Company.

Through inspection, the inspection team determined that Dong Hoi Development Company Limited had committed the following violations: Acting behind schedule in implementing the project compared to the schedule stated on the Investment Certificate; Organizing construction of works that are not in accordance with the content of the granted construction permit in case of granting a construction permit with a term; Putting parts of works, items of works, and construction works into use before organizing acceptance; Contributing capital with land use rights for land leased by the State with annual rental payments to the wrong subjects.
