On the morning of November 16, the interdisciplinary inspection team on compliance with discipline and administrative discipline in the province, established under Decision No. 6564/QD-UBND dated December 22, 2016, conducted a surprise inspection at the Department of Tourism and the People's Committee of Nghi Duc commune (Vinh city).

The delegation conducted an inspection at the Department of Tourism at 9:15 a.m. and noted that the Department's civil servants complied with regulations on working hours. The Department's regulations have quite fully stipulated the mechanism for assigning, monitoring, and inspecting the implementation and compliance with working hours of civil servants.

The delegation also highly appreciated the fact that the head of this Department has deployed and strictly implemented discipline and administrative discipline, and established an internal inspection team led by a Deputy Director of the Department.

However, the inspection team noted that the agency had not yet equipped nameplates and desk titles; and Deputy Director of the Department Nguyen Thi Thanh An committed to fix the problem as soon as possible.

Next, the interdisciplinary team conducted an unannounced inspection at the Nghi Duc commune office, Vinh city at 10:30 a.m. Through a quick inspection, the team found that most of the officials and civil servants there did not wear badges while working; the office did not have name tags or titles for civil servants doing professional work.

Assessing the monitoring and management of the implementation of professional tasks and working hours, the provincial interdisciplinary delegation noted that at the time of inspection, civil servants Le Thi Huong (Office - Statistics), Vo Thi Thu Hong (Finance - Accounting), Phan Van Dong (Culture - Society) and Hoang Thi Lien (Office) were not present at the office. However, when asked, the management officer, Vice Chairman of the Commune People's Committee Nguyen Binh Trieu, did not know the reason for the absence of these civil servants.

In addition, Nghi Duc commune has equipped a fingerprint attendance machine, but when the inspection team requested to quickly retrieve the attendance list for the day, some officials and civil servants said that "the machine is broken", and at the same time, the commune People's Committee has not had any other management measures for the compliance with the time of officials and civil servants.

Regarding the department receiving and returning results according to the one-stop mechanism of the commune, the working group assessed the arrangement, organization of services, receiving and returning results as not in accordance with regulations. The commune People's Committee's regulation of working time to handle procedures of 2 days/week is too short.

Regarding the responsibility of the leader, the inspection team commented that although the commune People's Committee leader had organized the implementation, he had not yet issued a plan to implement Directive 26 of the Prime Minister.

In general, the implementation of discipline and administrative discipline of Nghi Duc commune officials and civil servants is assessed as not meeting requirements. The inspection team suggested that the Nghi Duc commune Party Committee should strengthen its leadership and direction role and pay more attention to this issue, especially in the context that the commune is waiting for the completion of the apparatus and the addition of the position of Chairman of the Commune People's Committee./.
