Raising the military service age limit for professional soldiers and defense workers and civil servants was agreed upon by many National Assembly deputies when discussing the draft Law on Professional Soldiers and Defense Workers and Civil servants.

Giving their opinions on the draft Law, delegates Phan Van Tuong (Thai Nguyen), Huynh Van Tinh (Tien Giang), Nguyen Thi Bich Nhiem (Yen Bai), Nguyen Van Minh (Bac Can), Bui Thi An (Hanoi) and many other delegates agreed with raising the age limit for active service to ensure human resources for the army, reduce training costs to replace professional soldiers who have stopped serving in the army, and promote the qualifications, capacity, and practical experience of professional soldiers who are still healthy; at the same time, overcome the situation of having to extend the age limit for active service in large numbers every year.
According to delegates, the highest age for active service for professional military lieutenants is 52 years old; for professional military majors and lieutenant colonels is 54 years old. Male defense workers and civil servants are 60 years old, and female are 55 years old.
At such an age, it will also comply with the provisions of the Law on Social Insurance because according to current regulations, defense workers and civil servants do not have enough time to pay social insurance to receive a pension of 75%.
"The regulation that professional soldiers can retire at the age of 50 or younger when they are still young, healthy, have good expertise, skills, and are needed by the army will cause waste of human resources and affect the quality of human resources of the army," said delegate Bui Thi An (Hanoi).
According to delegate Nguyen Thi Bich Nhiem, professional soldiers, workers, and defense officials are not direct combat forces; they are similar to cadres, civil servants, public employees, and laborers, so early retirement should not be regulated as it is now.
Agreeing with the increase in the age of service for professional soldiers, delegate Huynh Van Tinh also proposed more specific regulations on extending the age for professional soldiers with high technical and professional qualifications. In the case of professional soldiers who are special forces fighters, special reconnaissance, counter-terrorism, divers, honor guards, serving on submarines, tank crews, and armored vehicles, special attention policies are needed.
Regarding policies for professional soldiers, workers, and defense officials, most delegates agreed with the draft Law and said that there should be preferential treatment for this force.
However, there are also opinions that it is necessary to specifically review the policies for professional soldiers, workers and defense officials to be consistent with current legal policies. Accordingly, it is necessary to separate the policies between professional soldiers and defense workers and officials to be consistent with a number of other relevant laws, not to make too big a difference for civil servants, public employees and workers; to remove the regulations on social housing support policies, to allow renting public housing for defense workers and officials, and to study housing allowance support for professional soldiers.
In the discussion session, in addition to the content on the service age limit and the above-mentioned policies, the National Assembly deputies also gave their opinions on contents such as the conformity with the Constitution, the consistency of the legal system and feasibility; the name, scope of regulation and subjects of application of the draft Law; the position, functions, rights and obligations of professional soldiers and defense workers and civil servants; principles of leadership, command and management; rights and obligations of professional soldiers and defense workers and civil servants, etc.
