According to the synthesis, the total approved investment of the entire agricultural and rural development sector up to this point is up to 15,651 billion VND. The investment capital from the provincial budget alone is 580 billion VND, the rest is from central capital, government bond capital and capital from foreign organizations and projects.

Up to now, the capital allocated to implement the projects is 2,901 billion VND, of which 2,316 billion VND has been disbursed. Thus, compared to the total capital approved to implement the projects, the allocated capital is too low. The main reason for this situation is that some projects have been cut, extended, postponed, or divided into investment phases according to the Government's policy, including large projects such as the Ban Mong reservoir project; some projects are funded by foreign organizations but the province does not have counterpart funds. This has led to 13 unfinished projects in 2013 being transferred to 2014. Due to lack of capital, the process of compensation and site clearance has encountered difficulties, prolonging the time, along with changes in compensation support policies at each time, affecting the progress of project implementation...

At the meeting, leaders of the Department of Agriculture and Rural Development and representatives of the Project Management Boards explained many issues that the monitoring delegation was interested in. These were the determination of the list of investment projects of the sector in the past time; investment preparation work, allocation of capital for basic construction investment from the state budget; efficiency of capital use and efficiency of completed projects; bidding work, the relationship between the sector and localities in implementing compensation and site clearance work....

Concluding the meeting, Comrade Nguyen Xuan Son requested the Department of Agriculture and Rural Development to review and analyze the status of outstanding capital of projects to propose to the province solutions, including the issue of handling the province's counterpart capital. Pay attention to selecting capable contractors to implement projects; promote settlement and disbursement. Strengthen state management, ensure the progress and quality of projects, avoid complicated problems, make the best effort to complete the 2014 basic construction investment plan and prepare the 2015 plan.
