Many solutions to improve the quality of Farmers' Association activities in Nghe An
The Standing Committee of Nghe An Provincial Party Committee has just issued a Plan to implement Resolution No. 46-NQ/TW dated December 20, 2023 of the Politburo on innovating and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period.
The Standing Committee of Nghe An Provincial Party Committee issued the Plan to implement Resolution No. 46 - NQ/TW dated December 20, 2023 of the Politburo on innovation and improvement of the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period to concretize the viewpoints, goals, tasks and solutions identified in Resolution No. 46-NQ/TW in accordance with the reality and conditions of the province for effective implementation; creating unity and synchronization in the process of leadership, direction and organization of implementation of the Resolution.

At the same time, it serves as a basis for Party committees, authorities, and farmers' associations at all levels to develop programs and implementation plans, and at the same time serves as a basis for inspection, supervision, interim review, final review, and evaluation of the results of the Resolution's implementation.
Accordingly, the Plan requires the organization to thoroughly disseminate the Resolution's contents among Party committees, authorities, cadres, party members and people, especially union members and farmers.
The plan sets out the general objectives as follows: Innovating methods of mobilizing and gathering farmers; building strong and effective farmers' associations at all levels, truly representing the legitimate and legal rights and interests of farmers. Caring for the material and spiritual life, improving political awareness, education level, scientific and technical knowledge, production organization capacity for farmers, promoting the central role and subject of farmers in the process of developing agriculture, rural economy, and building new rural areas.
Specific objectives:
- Annually strive to achieve the following goals:
- Recruit at least 10,000 farmer members. 100% of full-time farmer association officials and branch heads are trained in association work, agricultural knowledge, and rural economics.
- Provide vocational training for at least 6,000 rural workers; improve the qualifications and skills of 1,000 excellent farmers, good farmers in production and business at district level or higher.
- Establish 10 new professional farmer associations and 100 professional farmer association groups.
- 100% of grassroots organizations introduce outstanding members for Party organizations to consider admitting.
- Farmers' associations at all levels mobilize, advise, and support the establishment of at least 5 cooperatives and 25 cooperative groups in agriculture.
- At least 60% of member households register to strive and at least 50% of registered households achieve the title of excellent production and business at all levels.
100% of farmer members participate in health insurance; 6,000 more farmers participate in voluntary social insurance.
- At least 90% of grassroots organizations are classified as good or better.

The plan sets out 6 specific tasks and solutions: Innovating the content of propaganda, mobilization, gathering, and uniting farmers, improving the effectiveness of the farmers' movement. Consolidating and perfecting the organizational apparatus, building a team of cadres with sufficient qualities and capacity to meet the requirements of the task. Improving the quality of vocational training and development for farmers, rural workers and service activities, consulting, and supporting farmers to develop production and business. Propagating and mobilizing farmers to actively participate in national target programs, patriotic emulation movements, and campaigns. Promoting the role of the Farmers' Association in monitoring, social criticism, and building a clean and strong Party and political system. Strengthening the leadership of the Party, coordination of the government, the Fatherland Front, socio-political organizations and mass organizations with the Farmers' Association.
The Provincial Party Standing Committee assigned the Provincial Party Committee's Propaganda Department to preside over and coordinate with the Provincial Farmers' Association Party Delegation to guide the dissemination of the content and results of the implementation of Resolution No. 46-NQ/TW and this Plan.
The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee based on Resolution No. 69/NQ-CP dated May 11, 2024 of the Government on promulgating the Government's Action Program to implement Resolution No. 46-NQ/TW and this Plan, concretizing it into an implementation plan; coordinate with the Provincial Farmers' Association Party Delegation to issue a mechanism for the Farmers' Association to directly implement and coordinate the implementation of a number of programs, projects, and policies on rural economic, cultural, and social development in the period 2025 - 2035 to further promote the role of the Farmers' Association and farmer members in economic, social, defense, and security development in rural areas, contributing to improving the effectiveness of the Association's propaganda and mobilization work, and building a strong Farmers' Association.
The Fatherland Front and socio-political organizations at all levels shall strengthen propaganda, mobilization, and guidance for the people to actively participate in and supervise the implementation of the Resolution.
District Party Committees, City Party Committees, and Town Party Committees shall base on Resolution 46-NQ/TW and the Plan of the Provincial Party Standing Committee to develop implementation plans.Fitwith the actual situation of the locality; regularly check, urge and evaluate implementation results.
The Provincial Farmers' Association Party Delegation leads the Provincial Farmers' Association Standing Committee:
Develop plans and action programs to implement Resolution No. 46-NQ/TW and the Plan of the Provincial Party Standing Committee to effectively implement them in the association organization system; direct and guide members and farmers to actively participate and supervise the implementation of the Resolution.
Pursuant to Action Program No. 49-CT/TW dated April 13, 2023 of the Provincial Party Standing Committee to implement Resolution No. 19-NQ/TW dated June 16, 2022 of the Party Central Committee on agriculture, farmers, and rural areas to 2030, with a vision to 2045 and plans to implement national target programs of the province, develop specific projects to submit to the Provincial People's Committee for approval to organize implementation, promote the role of the association and its members, farmers in developing agriculture, rural economy, and building new rural areas.
The Provincial Party Committee's Mass Mobilization Commission presides over and coordinates with the Provincial Farmers' Association Party Delegation and relevant units to help the Provincial Party Committee's Standing Committee monitor, urge, inspect, supervise, and summarize.summaryimplementation of Resolutions and Plans.
