The Nghe An Provincial Business Bloc Party Committee currently has 136 subordinate grassroots Party organizations (including 61 Party Committees and 75 grassroots Party cells); 332 Party cells directly under the grassroots Party Committees and Party Committees of departments with nearly 5,800 Party members.

Due to the characteristics of enterprises, key cadres often change, leading to changes in the Party Committee, Secretary, and Deputy Secretary, including the Party Cell Committee. In addition, due to the multi-sector production and business fields of enterprises, the area of ​​operation is spread across the country, the workplace is not concentrated, the working time is in shifts, etc. These are issues that affect the quality of Party organization activities and the quality of Party cell activities in enterprises (Comrade Tran Quang Hoa - Standing Deputy Secretary of the Provincial Business Bloc Party Committee shared).

From that reality, the Standing Committee of the Provincial Business Bloc Party Committee focuses on implementing many solutions. One of the important solutions is to pay attention to building and perfecting the Party Committee when there are changes; attaching the implementation of the "3 in 1" or "2 in 1" model - the secretary of the grassroots Party Committee is also the Chairman of the Board of Directors, Director or the secretary is also the Chairman of the Board of Directors, the secretary is also the Director; the position of Party cell secretary is directly under the grassroots Party Committee, the Party Committee of the department is associated with the branch director, head of department, board, enterprise, etc.

The Party Committee of the Bloc focuses on directing grassroots Party organizations to strictly implement the periodic meeting regime, innovate and improve the quality of Party cell meetings through issuing documents directing and guiding the process and content of meetings according to each type of enterprise, specified in Instruction No. 06-HD/DUK, dated December 16, 2016 of the Standing Committee of the Party Committee of the Bloc on "Instructions on some contents to improve the quality of Party cell activities".Focus on and improve the quality of annual professional training for Party committees, secretaries and deputy secretaries of Party cells, paying attention to methods of organization, management and resolution building.

Within 5 years (2017-2021), the Party Committee has opened 12 professional training courses for more than 1,432 Party Committees. Assigning superior Party Committees to attend activities and assigning specialists to monitor, support, and urge Party cell activities in the direction of "holding hands and showing work"... On the other hand, the serious and methodical implementation of Directive No. 13 of 2017 of the Provincial Party Committee Standing Committee on "Improving the quality of Party cell activities", Regulation No. 08 - QD/TU of the Provincial Party Committee Standing Committee on assessing the quality of Party cell activities at the Party Committee of the Bloc also contributes to improving the quality of Party cell activities in enterprises.

Each Party organization is also flexible, creative, innovative, improving the quality of activities and the role of the Party cell in the enterprise. Comrade Nguyen Cong Chinh - Party cell Secretary and Deputy Director of the Party cell of Mai Linh Technology Transport and Service Joint Stock Company said: To solve the problem of ensuring enough activities, every month, the Party Committee proactively develops a plan for Party members to proactively arrange their work; at the same time, coordinate with the professional staff to arrange suitable work for Party members, ensuring time to participate in Party cell activities without much affecting production and business results; some periods have combined direct Party cell activities for Party members in the office and online meetings for Party members outside the office.

In addition to regular activities, the Party cell focuses on organizing specialized activities to discuss solutions and determine to carry out the key tasks of the enterprise.

Implementing Directive No. 13-CT/TU on improving the quality of Party cell activities has positively impacted the awareness and actions of cadres and Party members in promoting pioneering, exemplary, working spirit, and creativity, contributing to promoting production and business activities in enterprises. Accordingly, in 5 years (from 2017 - 2021), enterprises under the Party Committee of the Bloc annually contributed 15 - 20% of the province's domestic revenue; paid the provincial budget 12,809.064 billion VND; contributed over 375 billion VND to charity, humanitarian, and social security programs.

Emphasize the role of the leader

The Party cell plays a very important role - a place for activities, education, training, fostering and direct leadership and guidance of Party members to set an example in moral qualities and lifestyle; set an example in performing professional tasks to spread among the working masses, promoting business development.

In practice, in the Nghe An Business Bloc Party Committee, many Party cell secretaries have high Party spirit, always innovate, improve the quality of Party cell activities and have a high sense of responsibility in setting an example of ethics, lifestyle, internal solidarity, and performing professional tasks, creating a spread among Party members and workers. Many secretaries are active, proactive in researching, have good and creative ways of implementing policies, resolutions, and directives of the Party at all levels into life; proactively innovate, improve the quality of Party cell activities, and at the same time lead the Party cell to successfully complete all political tasks of the unit; build a clean and strong Party cell for many consecutive years.

Along with praising the Party cell and Party cell secretaries for their outstanding achievements in the 2020 - 2022 period, in conjunction with the Conference to evaluate the results of 5 years of implementing Directive No. 13 of the Provincial Party Committee Standing Committee on improving the quality of Party cell activities, Comrade Tran Quang Hoa - Standing Deputy Secretary of the Provincial Business Bloc Party Committee said: The Standing Committee of the Nghe An Business Bloc Party Committee has been directing the congresses of Party cells under the grassroots Party Committees and Party cells under the Party Committees of departments for the 2022 - 2025 term, focusing on selecting people with capacity and skills to be elected to the Party cell committees; building political reports, issuing resolutions for the 2022 - 2025 term with quality and close to reality for implementation.

Strengthening leadership and direction

The Standing Committee of the Party Committee of the Block and the grassroots Party Committees regularly strengthen leadership and direction to improve the quality of Party Committee and Party cell activities; in which, it is important to provide and update the policies, resolutions and conclusions of the Party at all levels to the Party cell committees; orient the content of monthly Party cell activities; thereby improving the quality of Party cell activities in a substantial way. Every year, the Standing Committee of the Party Committee of the Block develops a Plan for attending Party cell activities of the Standing Committee and the Standing Committee of the Party Committee of the Block; the grassroots Party Committees and Party Committees of the departments assign Party Committee members to attend the activities of their subordinate Party cells; at the same time, they strengthen inspection and supervision work and effectively implement the work of commendation, reward, and replication of new models, good practices, creativity and efficiency.

The achievements over the past 5 years of implementing Directive No. 13 of the Provincial Party Committee, although only initial results, have created an important foundation for the process of improving the quality of Party cell activities at grassroots Party organizations under the Party Committee of the Bloc. This is also a premise for the Bloc Party Committee to more effectively implement Directive No. 13-CT/TU in the coming time, creating clear and positive changes in Party organizations; helping Party committees, Party organizations and Party members to have a fuller understanding of the position and role of Party cells, the significance and importance of improving the quality of Party cell activities, contributing to improving the leadership capacity and fighting strength of grassroots Party organizations; successfully completing the targets of the resolutions of the Party Congresses at all levels and the Resolution of the 6th Provincial Business Bloc Party Congress, term 2020-2025.
