In recent years, when storms and rains come, water accumulates in the Nu dam, causing large-scale overflow. In the spring, the water is constantly flooded and cannot flow down in time, so farming is impossible. In the summer-autumn crop, when the rice is ready in July and August, it is completely flooded.
Mr. Ngo Xuan Thang - a cadastral officer of Nghi Van commune, said: In fact, the construction of Nu dam in Nghi Kieu commune had to relocate 12 households of Nghi Van commune in the dam to a new place, significantly affecting the production situation and disrupting the lives of people in the area.
Due to flooding, people in hamlet 2, Nghi Van commune lack stable land for farming.
According to the latest actual inspection results, if the water level of Nu dam rises to its maximum level, Nghi Van commune will be flooded with nearly 6.2 hectares of land, of which nearly 1.3 hectares of land cultivated for 20 years is directly related to 12 households in hamlet 2, more than 0.1 hectares of household garden land, 5.1 hectares of land 5% managed by the commune is assigned to households for production. Since 2009, the commune has sent many official dispatches to Nghi Loc district People's Committee, Department of Agriculture and Rural Development, Nghi Kieu commune People's Committee to resolve the situation of water from Nu dam after upgrading overflowing, flooding land and houses of Nghi Van commune. However, up to now, all concerns of the people and the locality have not been properly addressed.
According to our research, Nu dam in Nghi Kieu commune is a large irrigation project invested by Nghi Loc district People's Committee, with a budget of over 10 billion VND for upgrading. The dam's capacity is over 2.8 million m3 of water. The dam serves irrigation for over 180 hectares of 2-rice land in Nghi Kieu commune, a large part of the dam's area is located in Nghi Van commune. The predecessor of this dam dates back to 1988, and in 2011, Nu dam raised the spillway nearly 2m high. Raising the spillway is the cause of affecting agricultural land, residential land and the lives of many households, especially 12 households in hamlet 2 of Nghi Van commune.
Discussing this issue, Mr. Nguyen Duc Tho - Head of the Department of Agriculture of Nghi Loc district, said: After receiving voters' opinions on the current situation of raising the spillway of Nu dam causing flooding of Nghi Van land, the district has established an inspection team to determine the specific area and protect the rights of the people. If the spillway of Nu dam is lowered, the water reserve for irrigation for production will not be guaranteed, the project will not be fully effective. Up to this point, the district has not yet found a specific solution to the questions of the households in Nghi Van commune.
I think the important thing now is that Nghi Loc District People's Committee and relevant departments and agencies need to coordinate promptly to ensure the effectiveness of Nu Dam in serving agricultural production, and to ensure that people within the influence of Nu Dam have fields for production and ensure living and working conditions.
