Speaking at the discussion session, delegates highly appreciated the Report of the Committee for Drafting Amendments to the 1992 Constitution on a number of basic contents explaining, absorbing and revising the Draft Amendments to the 1992 Constitution based on the opinions of the people and the National Assembly deputies. Many contents have been reasonably revised, reflecting the will and aspirations of the people, closely following the 1991 Platform (supplemented and developed in 2011), resolutions of the Party Congresses and resolutions and conclusions of the Central Committee and the Politburo on the purpose, requirements, basic viewpoints and major orientations of amending the 1992 Constitution.
Delegate Nguyen Dinh Quyen (Hanoi) expressed his high agreement with the Drafting Committee's acceptance and revision of the draft. According to the delegate, the five basic contents of the Draft Constitutional Amendment are the clearer affirmation of people's sovereignty, all State power belongs to the people, expressed in representative democracy and direct democracy.
Delegates assessed that this draft amendment to the Constitution has improved the political system and the model of the state management apparatus, including a clearer division of power among the three powers: legislative, executive and judicial.
Delegates assessed that human rights and civil rights are guaranteed in the draft, realized and have the potential to be legalized to enter life; at the same time, institutions in the relationship between the state and citizens tend to be more democratic, and state responsibility is enhanced compared to the relationship with citizens...
Discussing the Preamble of the Constitution, General Secretary Nguyen Phu Trong said that the preamble needs to be concise, concise, general and especially accurate. This draft of the revised Constitution has the advantage of being shorter and more concise than before, but it is not accurate and good.
Specific evidence The Preface has a passage that says "Since 1930, creatively applying Marxism-Leninism, following Ho Chi Minh's thought, the Communist Party of Vietnam has led the people in a long and arduous struggle..." The General Secretary said that writing like that is not scientifically sound, and the theory is not coherent; the phrase "in 1930" should be replaced with the phrase "throughout the revolutionary struggle" or "over the past 80 years" which would be more reasonable and coherent.

Through discussion, many opinions agreed with the majority of the content that was accepted and explained by the drafting committee, especially the contents on the chapters on Human Rights, Basic Rights and Obligations of Citizens, the chapter on protecting the Fatherland, the National Assembly...
Discussing the content of local government, many opinions agreed with the need to innovate the local government organization model to institutionalize the Party's resolutions and meet the requirements of national development in the new situation; agreed with the draft to continue to maintain the regulations on administrative units in Article 118 of the 1992 Constitution to create unity, synchronization and stability throughout the country; and added regulations on special administrative-economic units as in the Draft.
However, delegate Nguyen Dinh Quyen still had concerns about the term "local government"; proposed replacing the phrase "local government" with the phrase "People's Councils and People's Committees organized in administrative units."
Also on this issue, delegate Bui Thi An (Hanoi) said that there should be a summary and comparison before and after the pilot implementation of the local government and urban government models. Any model that does well will be selected to be replicated and not spread widely.
Many opinions agree with the addition of the National Election Council institution, which more fully and deeply demonstrates people's sovereignty, creates a mechanism for people to fully exercise their mastery, and institutionalizes one of the Party's policies of "strengthening the form of direct democracy in the direction of perfecting the election institution..."; "researching and supplementing a number of independent institutions such as the State Audit agency and the national election agency."
Some people believe that adding this provision is necessary because it is related to the important provision of representative democracy. However, some people still suggest that the Drafting Committee continue to review and consider this content.
