In the 2015-2016 school year, the whole province had 499,877/544,044 students participating in health insurance, reaching a rate of 91.88%; 387,825 students received medical examination and treatment at medical facilities with a total amount paid by the health insurance fund of 115,652,622,563 VND. In particular, some students paid hundreds of millions of VND for medical examination and treatment costs.
The 2015-2016 school year is the first year that student health insurance is implemented according to the Law amending and supplementing a number of articles of the Health Insurance Law No. 25/2008/QH12 dated November 14, 2008, specifically: The student health insurance contribution rate increases from 3% to 4.5% of the basic salary; Switching from participating by school year to participating by fiscal year (from January 1 to December 31 of the year). Although the results of health insurance for students have increased over the years, the 2015-2016 school year has not yet reached the target assigned by the Provincial People's Committee (95%). In addition to the objective cause of the 1.5-fold increase in the contribution rate, some subjective causes leading to the above shortcomings are pointed out as follows: The work of disseminating policies and laws on health insurance directly to students and their parents has not been focused on; some educational institutions still consider this the job of the social insurance sector, and still have the idea of collecting on behalf of the social insurance agency...
In particular, some schools collect both student health insurance and personal insurance at the same time, but do not promote or explain clearly, causing confusion between student health insurance, which is a compulsory form implemented by the state, and personal insurance, which is a form of commercial insurance.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Le Minh Thong requested: To achieve the goal of 100% of students participating in health insurance by 2017, the Social Insurance sector needs to closely coordinate with the sectors of Education and Training, Health, Provincial Youth Union, Universities, Colleges, Vocational High Schools, and Vocational Training to promote propaganda and mobilize students to participate in health insurance; Organize a network of health insurance collection agents to expand the number of participants, and at the same time provide flexible payment methods.
The Education and Training sector focuses on strengthening and improving the quality of school medical staff, effectively using funds from the student health insurance fund, and effectively implementing health care and protection for students right at school.
The health sector directs medical facilities to gradually improve the quality of medical examination and treatment, improve service spirit and attitude, promote administrative procedure reform, and apply information technology in medical examination and treatment, especially at commune and ward health facilities, to create favorable conditions for health insurance participants, including students, when going for medical examination and treatment.
On this occasion, 6 groups and 4 individuals with outstanding achievements in student health insurance work in the 2015-2016 school year received certificates of merit from the General Director of Vietnam Social Security./.
