Propagating Directive 30 of the Provincial Party Standing Committee on social insurance and health insurance
The conference listened to comrade Vo Van Dung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial Party Committee's Propaganda Department, disseminate Directive No. 30, dated July 25, 2024 of the Provincial Party Standing Committee on strengthening the Party's leadership in implementing social insurance and health insurance policies in Nghe An province.
Social insurance and health insurance are two targets in the Resolution of the 19th Provincial Party Congress, term 2020 - 2025. Accordingly, the entire political system from the province to the grassroots has focused on leadership, direction, and implementation with the Social Insurance agency with many effective solutions.
The number of people participating in social insurance and health insurance increased annually, by 6.7%; of which the number of people participating in voluntary social insurance increased from 5.32% to 7.46%, exceeding the set target. The social insurance coverage rate in the province reached 25.12%, health insurance reached 93.27%.
However, the propaganda and dissemination of policies and laws on social insurance and health insurance in some localities have not created a breakthrough to strongly change the thinking and awareness of people and employers in voluntarily participating and fulfilling the obligation to pay social insurance and health insurance fully and promptly.
The number of people participating in social insurance is still far from the target of Resolution No. 28, dated May 23, 2018 of the Central Executive Committee on reforming social insurance policies.
The situation of unpaid debts, suspension of participation and the number of people requesting to receive one-time social insurance benefits tend to increase over the years, greatly affecting the expansion of social insurance coverage and ensuring income security for workers when they reach retirement age and long-term social security...
Providing the basic contents of Directive No. 30 of the Provincial Party Committee Standing Committee; Deputy Head of the Provincial Party Committee's Propaganda Department Vo Van Dung emphasized a number of solutions to strengthen the propaganda work of the Propaganda system of Party Committees at all levels.
On that basis, strengthen coordination with the Social Insurance agency to review enterprises, agencies, and units, especially small and medium enterprises, to overcome the situation where employers "evade" paying social insurance for employees by "circumventing the law" by implementing seasonal labor contracts for employees and the employees themselves do not fight back.
In particular, the Propaganda Committees at all levels should strengthen coordination with the Social Insurance Agency to organize propaganda and implement Directive No. 30 as well as the laws and resolutions of the Central Committee on social insurance and health insurance. Select key contents for effective coordination and implementation, create changes, and contribute to increasing the rate of people participating in social insurance and health insurance throughout the province.
Proactively grasp and orient public opinion promptly
The conference was also connected to the online conference of the Central Propaganda Department. Deputy Minister of Planning and Investment Do Thanh Trung informed about the socio-economic situation in the first 7 months of 2024; tasks and solutions to implement the socio-economic development plan in the last months of 2024.
Specifically, there are 10 results achieved; 5 difficulties, problems and challenges; 8 key tasks and solutions of the Government directing central ministries, branches and localities to resolutely implement to achieve the highest socio-economic goals and targets in 2024.
The conference also heard Head of the Government Committee for Religious Affairs Vu Hoai Bac inform about the current situation of religion, belief and state management of religion in our country; directions, tasks and solutions in the coming time.
Regarding the orientation of propaganda activities in August 2024, comrade Tran Quoc Khanh - Deputy Head of the Provincial Party Committee's Propaganda Department emphasized the requirement for Party committees at all levels, Propaganda Departments at all levels and Provincial Party Committee reporters to focus on implementing Project No. 32 of the Provincial Party Committee Standing Committee on strengthening propaganda of the Party's guidelines and policies, and the State's policies and laws.

Deputy Head of the Provincial Party Committee's Propaganda Department Tran Quoc Khanh also noted that Party committees and the Propaganda system need to proactively grasp information to orient information on issues affecting the world and regional situation to cadres, party members and people.
On this occasion, the Provincial Party Committee's Propaganda Department also organized a ceremony to award Certificates of Merit from the Provincial Party Committee's Standing Committee to 7 collectives and 8 individuals with many achievements in directing and organizing the implementation of Resolution No. 37, dated October 9, 2014 of the Politburo (11th tenure) on theoretical work and research orientation to 2030.
