According to local residents, at around 7:30 p.m. on July 28, a fishing boat anchored at Lach Quen fishing port suddenly caught fire, which then spread to many other fishing boats nearby.
Upon discovering the incident, local residents quickly reported it to the local authorities and the Fire Police of Nghe An Province to come up with a timely firefighting plan. However, because there were many flammable objects on the ships and strong winds, the ships caught fire even more fiercely.
