Many challenges on the front of preventing social evils

(Baonghean.vn) -Drug abuse, prostitution, and HIV-AIDS have been some of the most pressing issues in Nghe An for many years. This further demonstrates the difficulties in preventing social evils.

The synthesis of the Steering Committee for Crime Prevention, AIDS Prevention, Drug and Prostitution Prevention of Nghe An province shows that: as of May 15, 2012, the whole province had 5,260 drug addicts with centralized management records in 336/40 communes, wards and towns of 20 urban districts, of which 121 communes, wards and towns are complex focal points, 206 communes, wards and towns have drugs.

Regarding prostitution, according to a survey in the province, there are currently 45 brothel owners and brokers operating prostitution with about 500 people selling people. Prostitution activities are increasingly complicated under many disguised activities such as massage therapists, coffee shops, refreshment shops, hairdressers and shampooers. Drugs and prostitution are also the main causes of the increase in the number of people infected with HIV in recent times with nearly 6,500 infected people and nearly 2,000 people dying from AIDS, of which drug injection accounts for 85.76% and is mainly concentrated in Vinh City and some mountainous districts such as Que Phong, Tuong Duong, Quy Chau.

In order to comprehensively and effectively direct the prevention of social evils, prostitution, drugs, and HIV-AIDS, Nghe An province has recently implemented many programs such as the project "Improving the effectiveness of eliminating drug-related complicated areas", "Enhancing the effectiveness of crime prevention and drug-related evils on the Vietnam-Laos border", drug addiction treatment and post-treatment management program for drug addicts; prostitution prevention and control program; drug addiction treatment program using methadone for drug addicts in the province...

At the same time, in communes, wards and towns, the models of "Friends helping friends in drug addiction treatment", "shield" clubs, "streets without social evils", "friends helping friends" groups continue to be promoted, helping many people who have made mistakes and are addicted to have the opportunity to return to integrate into the community. Information and education activities on HIV/AIDS prevention continue to be promoted and diversified; coordinating communication on mass media and direct communication to residents and subjects with high-risk behaviors for HIV infection. In 2011 and the first 5 months of 2012, through various forms of communication, nearly 30,000 drug addicts, nearly 15,000 restaurant attendants, and more than 4,000 family members of infected people were directly communicated.

Along with propaganda, drug rehabilitation and post-rehabilitation management, drug control and prevention work is continued to be promoted by the police, border guards, customs and coast guard through an inter-sectoral plan to control, prevent and combat drug smuggling across the border, associated with the fight to eradicate complex drug-related areas.

Since the beginning of the year, in addition to the armed raids on 14 groups of foreigners illegally entering the border and organizing drug trafficking, the anti-drug force has arrested many drug traffickers. A typical example is the case of breaking up Project 312C by the PC47 Department of the Provincial Police, catching two subjects Pham Le Duc Cuong (1987) and Nguyen Cong The Hung (1990, both residing in Cau Giat town, Quynh Luu district) red-handed while illegally possessing 10 marijuana cakes; the case of breaking up Project 312M arrested subjects and evidence at 4 locations illegally producing synthetic drugs in Vinh City. Regarding prostitution prevention, from 2011 to present, the whole province has detected and arrested 31 cases of prostitution, and at the same time organized, educated and treated 61 prostitutes, of which 47 were newly admitted and 35 were reintegrated into the community.

The results achieved show the province's efforts in preventing drug crimes and social evils. However, looking at the current reality, this task is still very difficult because Nghe An is still one of the 10 key and complicated localities in terms of drug crimes, prostitution, and HIV/AIDS in the country. Especially recently, the situation of illegal production, trading, transportation and storage of synthetic drugs has tended to develop, especially in cities, towns and townships. Drug addiction treatment, vocational training and job creation for drug addicts after treatment are still limited, the rate of relapse is high; intervention and harm reduction to prevent HIV/AIDS infection is uneven in all areas, mostly concentrated in large cities and towns. Areas with high rates of prostitutes and people with HIV/AIDS such as Que Phong, Quy Chau, Ky Son, Tan Ky, and Nghia Dan have few or even no activities other than interventions of the national target program.

In the coming time, the province will focus on stabilizing the organization and personnel to put the provincial Department of Social Evils Prevention into operation, increase funding for AIDS, drug and prostitution prevention and control, and promote propaganda and mobilization work to mobilize people to actively participate in preventing social evils, in conjunction with the movement of the whole people to protect national security, in conjunction with the campaign to build a lifestyle, culture, and build residential areas free of crime and social evils.
