Many grassroots party organizations do not implement

(Baonghean) -Tuong Duong has 46 grassroots party organizations and 302 party cells under the party committee. Despite many efforts in leadership, up to now, many grassroots party organizations in the district have not subscribed to party newspapers.

Identifying that the Party's newspapers and magazines are tools to propagate the policies of the Party and the State, for many years, the Tuong Duong District Party Committee has regularly disseminated and directed Party committees and Party cells to strictly implement the purchase and use of Party newspapers. The Party Committee of the Tuong Duong Military Command is considered an effective unit in purchasing and using Party newspapers. Every morning, before the meeting, officers and soldiers read various types of newspapers: People's Army, Internal News, Nghe An Newspaper and Nhan Dan Newspaper for at least 30 minutes, updating the current news of the day before carrying out their tasks. During the meeting, Party cells select good articles to disseminate to Party members. The District Forestry Party Cell has 14 Party members. Party cell secretary Vo Sy Lam said: Due to the nature of the work, which requires constant contact with the locality, the cadres do not work in a focused manner. The district has allocated funds to purchase 3 issues of Nghe An Newspaper for the teams to update current news and serve as documents for regular Party cell meetings.

Besides units that strictly implement, in Tuong Duong, there is still a situation where many Party cells do not have Party newspapers and magazines for a long time. Up to now, the whole district of Tuong Duong has only 179 village and hamlet Party cells that are provided with Nghe An newspaper and 96 units that subscribe to it, and there are still nearly 70 grassroots Party organizations that do not have Party newspapers. Since the beginning of 2012, the District Party Committee, Propaganda Department and Health Center of Tuong Duong district have issued 3 official dispatches directing units to strictly implement the purchase and use of Party newspapers and magazines, but after being issued, those official dispatches have almost fallen into silence. For example, Official Dispatch No. 27 of the District Party Committee's Propaganda Department "Requesting Party organizations, Party cells, agencies and units to seriously implement in July 2012", along with a list of commune People's Committee agencies, medical Party cells that have not yet subscribed to Party newspapers and some Party cells have only subscribed to 1 issue such as: Khe Bo Coal Joint Stock Company Party Cell (4 Party cells), District General Hospital Party Cell (3 Party cells), Forestry One Member Co., Ltd. Party Cell (4 Party cells), District Boarding High School for Ethnic Minorities Party Cell (4 Party cells), Civil Judgment Enforcement Department Party Cell...

Thach Giam Commune, about 8 km from the district center - where the daily mail is delivered, is one of many units in Tuong Duong that does not subscribe to Party newspapers and magazines. When asked why the Party Committee did not pay attention to purchasing newspapers for the Party Committee's Party Cell and the Health Station, Party Secretary Loc Thi Binh explained: "Because the commune is poor and does not have enough funds to operate...". When asked why the Standing Committee of the District Party Committee issued an official dispatch directing the subscription of Party newspapers but the commune did not implement it, Ms. Binh calmly said: "Because every unit is criticized, it seems normal...".

At the working session with the leaders of Tuong Duong District Medical Center, Mr. Pham Quoc Duong - Director, Party Cell Secretary affirmed: "The Center's Board of Directors has issued Official Dispatch No. 52/CV/TTYT requesting the heads of commune and town health stations to advise their unit's Party cells to properly implement Official Dispatch No. 124 CV/HU dated April 6, 2012 of Tuong Duong District Party Committee on reminding them to buy Party newspapers. For Town Health Stations that have established Party cells, which are not provided with Nghe An Newspaper, Nhan Dan Newspaper, and Party Building Magazine, they must register to buy the above newspapers to serve the monthly Party cell activities in accordance with Party regulations".

Regarding the difficulties in directing the Party cells of health stations in using Party publications, Mr. Duong said: “The most difficult thing is that the Party cells are all under the Party Committee of the commune and town, the number of Party members in the Party cells is very small (some Party cells have 3 Party members), some Party cells are located in remote areas and do not have the conditions to read newspapers during the day. To properly implement the direction of the superiors, after issuing the official dispatch, the Board of Directors of the Center instructed the heads of health stations to go to the post office to order newspapers and the Center will pay. However, up to this point, only 6 stations have gone to the post office to order newspapers: Hoa Binh Town, Thach Giam Commune, Tam Thai, Xa Luong, Tam Dinh and Tam Quang".

Learning about the delivery route at Tuong Duong District Post Office, it is known that: There are 11 communes that deliver newspapers during the day; 4 communes of Tam Hop, Yen Tinh, Yen Thang, Xieng My deliver newspapers once every 2 days; 3 communes in the reservoir area are Huu Khuong, Nhon Mai, Mai Son, due to their characteristics, they only deliver once a week.

We went to Yen Hoa commune to learn about the urgent newspaper system according to Decision 18 of the Prime Minister for village elders and prestigious people. According to the plan, around 2-3 pm every day, letters, newspapers, and official documents will be sent by passenger vans... to the commune People's Committee headquarters, then the commune postman will deliver them to the elders' homes. However, in the past few months, many postmen have not delivered newspapers to each elder. In Yen Thang commune, there was a case where postman Vi Van Mai often did not deliver letters, newspapers, and official documents to the elders' homes, but asked a veterinary officer who was on the way to work to deliver them to save... time and gas. After discovering the incident, the Standing Committee of the District Party Committee issued a document requesting a review and as a result, Party member Vi Van Mai was disciplined by the Party and forced to quit his job as a postman.

After the incident of the postman not delivering the newspaper to the address, the District Post Office advised the District Propaganda Department to issue Official Dispatch No. 31-CV/BTGHU dated October 12, 2012 requesting Party Committees to widely notify village elders and prestigious people who are given newspapers of the delivery schedule to monitor and report if the postman does not comply.

The only "bright spot" in the current work of ordering and using party newspapers in Tuong Duong is the Education sector. Head of the District Education Department Tran Van Hanh said: The Department has just issued Official Letter No. 231 dated October 12, 2012 criticizing schools that do not buy party newspapers, with an attached list, and at the same time requiring schools to order newspapers immediately in the fourth quarter. Next, to make the document effective, the Department's leaders personally call schools directly to request them to go to the post office to order newspapers, and request the District Post Office to update the number of schools that have not ordered newspapers to continue urging. As a result, up to now, 100% of school party cells in Tuong Duong have ordered enough newspapers.

If other units also have a resolute, thorough and specific approach like the Department of Education of Tuong Duong district, then I am sure that the number of Party cells with Party newspapers in the district will cover 100%, in accordance with the spirit of Directive No. 11 of the Secretariat and Directive 03 of the Standing Committee of the Provincial Party Committee.
