During the implementation process, the department requires schools to strictly publicize the enrollment plan, subjects, quotas, time, methods, enrollment records and responsibilities in enrollment work. In particular, it is necessary to enroll the right subjects, limit exceeding the assigned plan and not let the situation of "choosing classes" or "choosing teachers" happen for all levels of education.
The Department also noted that if there are cases of homeless students, homeless students, or students who come to live in the area with their parents from other localities, or students who move from other provinces (children of workers or poor families) who are not eligible for universal education, the school needs to consider and create favorable conditions to ensure the students' right to education.

To ensure objectivity, this year the city continues to use the primary enrollment software to classify first and sixth grade students (according to the primary enrollment software). For schools implementing the enhanced English and French programs, the software will classify students according to their parents' registration.
The assignment of homeroom teachers is also carried out by drawing lots. The plan for assigning homeroom teachers is included in the Enrollment Plan, publicly posted, and widely disseminated so that teachers and parents can understand.
In addition to Vinh city, the online enrollment plan has also been implemented by many high schools in the province for 10th grade students. This not only helps candidates with the procedures but also ensures safety, accuracy and limits large gatherings during epidemics.

The biggest difficulty now in the whole province isQuynh Luu district, because the whole district is implementing social distancing according to Directive 16. In that context, the district is currently directing schools to be proactive in the enrollment process. Mr. Tran Xuan Nhuong - Head of the Department of Education and Training of Quynh Luu district added: According to the plan, enrollment will start from August so that schools can plan to arrange classes in time for the new school year.
However, due to special conditions, schools can enroll students by phone, some schools enroll students through means such as zalo, facebook so that parents can register and enter data. Some other schools apply information technology via google.doc. Although this enrollment has its own difficulties, it is suitable for current conditions. After having enough information, schools will develop a class allocation plan and will supplement the necessary records when the epidemic in the area has been controlled.
