(Baonghean.vn) -The Vinh - Cua Lo Highway project is one of the key projects of Nghe An and is implemented in the form of investment from exploiting land funds to invest in construction works. However, in the past, due to the "frozen" real estate market, it has not attracted many investors and the progress of the project has encountered many difficulties.

With a total length of 10.832 km and the starting point intersecting with Truong Van Linh Street (Vinh City), the end point intersecting with Binh Minh Street (Cua Lo Town), the project is divided into 2 investment phases and phase 1 has a total investment of 2,715 billion VND. Phase 1 of the project is implemented in package No. 5, implemented by Hoa Hiep Company Limited. Although the real estate market is complicated, at package No. 5 (the end point of the route), the construction unit still focuses on human resources and means, machinery to implement the project. Along with the efforts of the contractor and timely support in mechanisms and policies in preferential loans, package No. 5 has a total length of 3 km, so far the work volume has been completed by more than 50%.

The leader of the Traffic Project Management Board (Department of Transport) said: Vinh - Cua Lo Boulevard is an important project in the province, so the site clearance work has been focused on. Currently, the inventory of 8,282 km has been carried out, the price of 6,832 km has been set, the decision to approve 6,032 km has been issued and the site of 6,032 km has been handed over. However, in the implementation process, there are still difficulties due to compensation for agricultural land, residential land, garden land, cemetery land and resettlement areas...

It is known that the Vinh - Cua Lo Boulevard project passes through Vinh City with a length of 3.4 km, Nghi Loc District 4.8 km and Cua Lo Town 2.632 km, of which in Vinh City the agricultural land area is 1.9 km and has currently handed over 1.1 km of land and the remaining 0.8 km, the authorities have transferred compensation money for land acquisition but the households have not received it because the section through Nghi Phu (with 159 affected households) has applied the price and issued a decision to approve households with adjacent land (107 households with adjacent plots of land, of which 55 households were applied the price of all plots of land), but the households still do not agree to receive the money because they requested to apply the price of all plots of land for all 159 households. And in Nghi Duc, there are still 8 plots of land of households in Nghi Phu who have encroached on the land but have not yet determined the origin of the land, or households whose reclaimed land has only been supported once so they have not agreed to receive compensation... Regarding the issue of residential land and garden land, some households in Nghi Duc have not agreed with the location of the resettlement area, so the inventory has not been conducted. A current difficulty in the section passing through Vinh City is the slow progress of the construction of 5 resettlement areas.




The starting point of Vinh Boulevard - Cua Lo intersection with Truong Van Linh Street is still stuck with land acquisition.



Nghi Phu 2 Primary School is in the area of ​​clearance to hand over the construction site for Vinh - Cua Lo Boulevard but has not yet been implemented.



People's houses in Nghi Phu commune have not yet been cleared to hand over the site for the project.

In Nghi Loc district, 96% of the agricultural land has been handed over, but the residential land and garden land through Nghi Thach, Nghi Xuan, Nghi Phong communes have been slow to be implemented, and 4 resettlement areas have not been implemented yet... In Cua Lo town, due to the small number of affected households, the implementation of compensation and site clearance has been carried out quickly and the land has been basically handed over. Therefore, it has created favorable conditions for the contractor to focus on constructing the road section through Cua Lo town.

It is known that after completing phase 1 and having funding, phase 2 of the Vinh Boulevard – Cua Lo Town project will be implemented. In order to promptly meet the socio-economic development of Cua Lo coastal town and especially to reduce the load on National Highway 46 Vinh – Cua Lo section… all levels and functional sectors need to actively participate in removing difficulties and obstacles so that the Vinh – Cua Lo Boulevard project can speed up the progress.
