Many problems in site clearance
(Baonghean) -In Vinh City, there are currently 142 collective housing areas, most of which were built in the 80s and 90s of the last century (mainly level IV works), and especially the Quang Trung high-rise collective housing area built in the 70s, so it has seriously degraded. To solve this problem, the Provincial People's Committee has developed a "Project to solve old collective housing in Vinh City" and set a goal: Strive to eliminate all collective housing areas by 2015, ensuring living conditions for people in collective housing areas, contributing to the urban beautification and development in a civilized and modern direction.
Recently, Cua Nam ward (Vinh city) held an inauguration ceremony for a community housing area (construction location is at the Huu Nghi Company's dining and housing area, land area 1,727 m2).2and the usable area is 1,300 m2) is planned to divide into lots for 29 households to build houses from 1 to 3 floors. This is a special project, so the design and construction of the houses of the households all share walls and columns according to the design model and participate in site clearance, purchase of materials, construction of the project and appoint a Supervisory Board, select the construction unit. This is the first model of investment in building community housing in Vinh City and will be widely replicated in the near future. The project benefits from the Asian Housing Rights Alliance, the Association of Vietnamese Cities... Residents of the VINACONEX 16 Company Collective Housing Area in Block 22, Hung Binh Ward also benefit from the SALAVIP project and have built a very spacious community housing area.

Very few old and dilapidated apartment buildings have the conditions to carry out projects like the ones mentioned above. In reality, in apartment buildings that are suitable for residential land use planning, need to be renovated and have synchronous technical infrastructure, there are many difficulties in clearing the land and building infrastructure because the people have not yet handed over the land. Or in collective housing areas that are not suitable for residential land use planning and need to clear the land to implement a new project, there is no agreement with the households, causing the project to drag on for many years, falling into a state of "suspended project", typically the Hong Son Ward Apartment Project (belonging to Viet Duc collective housing area) was included by the Provincial People's Council in the Project to resolve old collective housing and the Provincial People's Committee allowed land recovery (in 2004) to implement the project to build a high-rise apartment complex (invested by Hanoi Housing Investment and Development Joint Stock Company - No. 30) after following the correct procedures, but the project still could not be implemented because there was no agreement with the households.
Through actual surveys, due to lack of strict management of construction work, over the past many years this collective housing area has experienced spontaneous housing expansion, with no development of technical infrastructure... This is a typical example of the degradation of collective housing areas in Vinh City, especially among the total of 192 households in this area, many households have a land area of only 17m2.2. To comply with the construction plan of Hong Son high-rise apartment complex, the investor is currently actively coordinating with the Vinh City's compensation and site clearance consulting team to develop a detailed site clearance compensation plan, and at the same time, hold a meeting with the people to present the site clearance and resettlement plan and agree with the households on the regime and benefits. Through investigation, it is known that the Vinh Confectionery Company Housing Area (Block 11, Quang Trung Ward); Ban Dien Housing Area (Block 10, Doi Cung Ward); Hanoi Fiber Factory Housing Area (Block 9, Truong Thi Ward) ... are facing difficulties in compensation and site clearance.
An important project that is of interest to all levels, sectors and especially Vinh City residents is the investment in rebuilding the Quang Trung high-rise apartment complex. Up to now, all levels and functional sectors have done a good job in implementing the sale of state-owned houses to tenants in the Quang Trung area (according to Decree 61/CP). The investment in rebuilding area A of Quang Trung is invested by Nghe An Petroleum Construction Joint Stock Company, area B is invested by Nghe An Green Garden Real Estate Joint Stock Company and area C is invested by Hanoi Housing Investment and Development Joint Stock Company - No. 30. Up to now, the compensation and site clearance work is in a "deadlock" state! It is known that among the 3 investors in the Quang Trung area rebuilding project, Hanoi Housing Investment and Development Joint Stock Company - No. 30 is quite active in speeding up the implementation progress. The investor has conducted a survey of the entire area C to collect data for planning purposes, and at the same time organized a meeting to collect public opinions on the planning of area C, which was supported by ward officials and people, and requested that the next steps of the project be implemented soon. The investor has developed a master plan for compensation, support, and resettlement when clearing the site for the area C project, which has been approved by relevant authorities and branches. In area C, the current state of high-rise buildings C8 and C9 is seriously degraded and does not ensure safety for people (during the recent storm No. 3, the city had to evacuate households in C8 and C9 to avoid the storm). In addition, the investor is actively coordinating with relevant authorities, branches, and people to conduct compensation and site clearance to build high-rise buildings CT3B to serve the resettlement of people.
Spontaneous expansions in Quang Trung High-rise Building and Viet Duc Collective Housing Area (Hong Son Ward) have damaged the urban beauty and encroached on walkways.
With the efforts of the investor, the compensation plan for house C8 will be calculated according to the coefficient K = 1.5 (Decision 926/QD - UBND is K = 1.3). At the same time, temporary housing will be organized for some households at CT1A Building (22 floors high, part of the renovation and reconstruction project of Quang Trung C area), or investment will be made in building temporary housing. The compensation, support and resettlement council encourages people to arrange temporary housing themselves, the temporary housing support fund will be based on Decision 926 dated February 28, 2011 of Vinh City People's Committee and the investor will adjust in a suitable direction so that people can feel secure when temporarily residing. The resettlement plan for people in area C is expected to be arranged for resettlement in the project's apartment buildings. In addition, the investor plans to propose to the People's Committee of Vinh province and city to locally plan a land plot in Vinh Tan Ecological Urban Area project (invested by Hanoi Housing Investment and Development Corporation) to serve the resettlement of people living in Quang Trung C area.
However, the site clearance for C8 will be very difficult, because the residents of this residential area believe that this is a "prime" land location with commercial advantages, so they have not yet agreed on compensation plans. In the petition (dated August 1, 2011), the residents of C8 did not agree on the compensation rate (K = 1.5) and requested "The two issues of Rights and Benefits between the land owner and the project investor must be satisfactorily resolved". Regarding this issue, the investor said: The enterprise will comply with State regulations and commit to consider and resolve to ensure the rights of the residents as well as the investors in a reasonable manner.
It is known that after the site clearance, the CT3B high-rise building will be constructed to serve resettlement. Therefore, households C8 and C9 will be given priority for housing after completion. The renovation and reconstruction of the Quang Trung high-rise building is a large project, so during the implementation process, it is necessary to have support from all levels and sectors in the site clearance, temporary residence and resettlement.
Because of the many complicated issues involved in solving the problem of dilapidated collective housing, up to now, only 36 collective housing areas in Vinh City have had their housing and land issues resolved. In the coming time, relevant authorities need to take more active action and propose timely solutions to effectively solve problems arising during the implementation process. Only then will the "Project to solve old collective housing in Vinh City" be effective and on schedule.
