(Baonghean) - In recent years, the use of vehicles to pick up and drop off students has become increasingly popular in many schools in the province. However, the worrying thing is that these vehicles often violate the law by carrying more than the prescribed number of vehicles. Meanwhile, there is only one driver who is responsible for both picking up and dropping off students and supervising them.
For over 2 years now, 3 16-seat cars have been picking up and dropping off students at Quang Son Primary School (Do Luong).
This shuttle bus initiative was initiated by parents in hamlets 8, 9, and 10 because there are more than 100 students currently studying at the school in these hamlets, while the road to school is about 2 km long, passing through Provincial Road N5, which is quite dangerous. Most of the parents in the village are currently working far away or working as workers in a garment factory, so it is not convenient to pick up and drop off their children.

However, because the vehicles are rented by parents, the school's role is mainly to manage them by reminding them. When organizing school buses, we require bus companies to write a commitment to ensure that the vehicles are in good technical condition, pick up and drop off students on time, take students to the correct households, and comply with the provisions of the Road Traffic Law.
In addition, the school has also coordinated with parents and vehicle owners to promote the work of ensuring students are transported to school in accordance with regulations.

Specifically, currently these vehicles are mainly 16-seat vehicles, but to ensure they can carry more than 100 students (3 vehicles), the vehicle owners must modify them to carry enough students.
However, the most noticeable thing is that all the designed seats have been removed and replaced with temporary seats. During the trip, the vehicle owner and parents subjectively let the shuttle bus carry more than the prescribed number of passengers. During the entire journey to pick up and drop off students from school and back home, there is only one driver who is responsible for both picking up and dropping off students and supervising them.
In the whole district of Do Luong, there are currently 3 primary schools with buses to pick up and drop off students, namely Thai Son Primary School, Giang Son Dong Primary School and Quang Son Primary School, with parents organizing and renting buses themselves.

According to statistics from the Education Department, in Nghe An province, there are currently 10/21 districts, cities and towns with school buses with a total of 43 buses daily. Of these, Vinh city is the locality with the most buses, followed by Thai Hoa town and Do Luong district. The school with the most buses is Quynh Xuan Kindergarten in Hoang Mai town with 5 buses.
According to the reports of the Department of Education and Training, among the types of school buses in Nghe An, the most popular are the buses contracted by parents to pick up and drop off students. In particular, there are 2 buses to pick up students at Tan Ky High School but they are registered to transport along the Nghia Hanh - Tan Ky town and Nghia Dung - Tan Ky town routes.
Mr. Nguyen Cong Ly - Deputy Chief Inspector - Department of Transport said: "Regarding shuttle vehicles, they need to be managed in accordance with the provisions of Decree No. 86/2014/ND-CP dated September 10, 2014 of the Government, Circular No. 63/2014/TT-BGTVT dated November 7, 2014 of the Ministry of Transport. Accordingly, this form is a type of passenger transport business under contract and must be granted a transport business license by the Department of Transport, the vehicle is granted a badge, and has a journey monitoring device installed according to regulations".
In the first 9 months of 2019, the Department of Transport Inspectorate and a number of related units inspected a number of shuttle buses in the area and handled 12 violations (mainly in Vinh city and Tan Ky district) because they did not meet the business conditions as prescribed.
