MUST DEEPLY UNDERSTAND THE VIEWPOINT "PEOPLE ARE THE ROOT"

Comrade Tran Thanh Man - Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front delivered a speech on the topic: "Promoting the strength of great national unity, innovating content and methods, improving the quality of activities of the Vietnam Fatherland Front and socio-political organizations".

The Chairman of the Central Committee of the Vietnam Fatherland Front emphasized: Great national unity is a precious tradition of our nation, forged through thousands of years of history of building and defending the country. The spirit of patriotism, respect for humanity, and mutual support has permeated the feelings and actions of every Vietnamese citizen in the great family of Vietnamese ethnic groups.

Great national unity has created a source of strength, created glorious miracles, and is the basic condition for the success of the national liberation struggle in the past, as well as the cause of innovation, construction and development of the country today.

Sharing 5 valuable lessons on promoting the strength of national solidarity and the activities of the Vietnam Fatherland Front, comrade Tran Thanh Man emphasized: In all activities, the political system must thoroughly grasp the viewpoint that "people are the root", arouse the creativity and support of the people, respect and protect the legitimate and legal rights and interests of the people; at the same time, thoroughly grasp the motto of President Ho Chi Minh: Whatever is beneficial to the people, we must do our best. Whatever is harmful to the people, we must avoid at all costs, the Front must constantly innovate to suit reality.

BUILDING HANOI CAPITAL INTO A CITY

"GREEN - SMART - MODERN"

On behalf of the Hanoi Party Committee Delegation, Deputy Secretary of the City Party Committee Nguyen Van Phong delivered a speech with the topic: "Building and developing the capital Hanoi to become increasingly rich, civilized, modern, worthy of being the national political - administrative center, a major center of culture, science, education, economy and international transactions".

The Party Committee, government and people of the Capital have determined the goal of striving by 2025 to build a City Party Committee with high leadership capacity, fighting spirit and a clean, strong and exemplary political and social system; to rapidly and sustainably develop the Capital towards a green urban area, a smart, modern city, with high competitiveness domestically and regionally; to basically complete the goal of industrialization of the Capital, with GRDP/person reaching 8,300 - 8,500 USD.

By 2030, Hanoi will become a “Green - Smart - Modern” city; dynamically and effectively developing, with regional and international competitiveness; By 2045, Hanoi will have a high quality of life; comprehensively and sustainably developing economy, culture and society; a globally connected city, with international competitiveness, with GRDP/person reaching over 36,000 USD.

To successfully implement the goals and targets to affirm its position as a national political and administrative center, a major center of culture, science, education, economy and international transactions, Hanoi has set out 5 major orientations and key tasks, 3 breakthroughs and groups of main tasks and solutions in the period of 2020 - 2025.

To effectively implement the above goal, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said: Hanoi proposes that the National Assembly soon approve the amendment and supplement of the Capital Law to create favorable institutions for the rapid and sustainable construction and development of the Capital, thereby creating a breakthrough in institutions associated with adjusting the general planning for the construction of the Capital, associated with piloting management according to the urban government model, and consolidating rural government.

At the same time, there is a separate mechanism for Hanoi in investing in infrastructure development and developing high-quality human resources, developing culture, science and technology and implementing digital transformation.

During the discussion session, delegates also discussed, analyzed and clarified the following contents: Consolidating and strengthening the national defense posture, continuing to build a revolutionary, disciplined, elite and gradually modern People's Army; Continuing to comprehensively innovate, building a clean and strong People's Public Security force, promoting its core role, maintaining national security, protecting social order and safety, contributing to the cause of building and protecting the socialist Vietnamese Fatherland;

Promoting the motto "Close to the people, understanding the people, helping the people, learning from the people," effectively implementing judicial reform, building a socialist rule-of-law state of Vietnam of the people, by the people, for the people; Building and perfecting the national financial system in a modern direction, meeting the requirements of sustainable development of the country; continuing to innovate the Party's mass mobilization work, contributing to consolidating the people's trust in the Party, strengthening the close relationship between the Party and the people; Developing a knowledge-based economy - international experience and practices from Ho Chi Minh City...

The presentations focused on evaluating and summarizing the implementation of the Resolution of the 12th National Congress in conjunction with the assessment of 35 years of implementing the renovation process; contributing opinions on the directions and tasks of socio-economic development in the 5 years (2021-2025); goals until 2030 and vision for national development until 2045.

According to the draft document submitted to the 13th National Party Congress, the general development goals for the 2021-2025 term and the following years are: Improving the leadership capacity, governing capacity and fighting strength of the Party; building a clean and strong Party and political system in all aspects; consolidating people's trust in the Party, State and socialist regime; arousing the aspiration to develop a prosperous and happy country, promoting the will and strength of great national unity combined with the strength of the times; comprehensively and synchronously promoting the renovation, industrialization and modernization process; building and firmly defending the Fatherland, maintaining a peaceful and stable environment; striving for Vietnam to become a developed country with a socialist orientation by the middle of the 21st century.

Specifically, by 2025, Vietnam strives to be a developing country with modern industry, surpassing the low-middle income level; by 2030, a developing country with modern industry, high-middle income; by 2045, to become a developed country, high income.
