Looking back at talent attraction policies in Nghe An

(Baonghean) -Attracting talents and rewarding intellectuals is one of the major policies that Nghe An province has implemented since the early years of the 21st century to encourage and promote the capacity of intellectuals for the cause of building and developing the province's economy and society.

The first target is scientific and technical staff, then highly qualified workers (stipulated in Decision No. 30 dated March 27, 2001 of the Provincial People's Committee, currently Resolution No. 169/2006/NQ-HDND dated December 15, 2006 of the Provincial People's Council, term XV), with the goal of attracting the maximum number of high-quality human resources inside and outside the province.

After more than 8 years of implementation, the amount of money spent to implement the attraction policy is only nearly 1.5 billion VND. In 2 years: 2007, 2008, the whole province attracted 20 people (including 01 PhD, 11 Masters and 08 excellent graduates) and supported 34 people to study for PhD and Master degrees (3 PhDs, 31 Masters) with a total amount of 795 million VND.

The number of cadres attracted to the program has promoted their capacity, had creative works applied in practice, affirmed their position in agencies and units, and promoted the movement of studying to improve the professional qualifications of cadres, civil servants and public employees.

However, looking back at the policy implementation process, there are still many existing problems that need to be promptly adjusted and resolved. The number of staff attracted and the budget spent to implement this policy are still small, not commensurate with the role and importance of the policy. The Education and Training sector is still on the sidelines, not benefiting from the policy because it is not eligible for incentive incentives. The incentive and attraction policies are not really attractive, not groundbreaking enough to attract leading experts and highly qualified workers (including both people and their intellectual products). Some agencies and units have not created a favorable environment for highly qualified people to promote their talents to contribute and develop.

Currently, there are still some cadres who were attracted according to Official Letter 1876/CV.UB and Decision No. 30/2001/QD.UBND who have not yet been put on the payroll (over 70 people). The number of good and excellent students working in the districts is still very small: Con Cuong has 1 person, Quy Hop, Yen Thanh and many mountainous districts have not attracted anyone of this type from outside to work. The number of people who graduated from regular university with excellent grades in fields such as: transportation, construction, architecture, mechanics, food chemistry, information technology... is very small.

In our opinion, it is time for the provincial authorities to promptly review the results of policy implementation, promptly advise on the development and amendment of mechanisms to make implementation more effective and practical. In addition to the initial funding source, it is necessary to develop a mechanism for rewarding intellectuals to encourage and promote their capacity and intelligence to contribute to the cause of building and developing the province's economy and society, and at the same time create a favorable environment for them to promote their capacity and creativity. For mountainous districts, it is necessary to re-regulate the attraction standards to suit the reality. The Provincial People's Committee promptly directed the Department of Education and Training to develop a project to attract and support specific policies for the Education and Training sector. It is necessary to treat teachers more fairly. Enhance the initiative and creativity of agencies and units in implementing attraction policies. Every year, the provincial budget needs to allocate a proportionate proportion to spend on policy implementation.

The province's current policy of attracting highly qualified workers needs to be promptly adjusted and supplemented appropriately, and needs stronger investment to implement, worthy of the position and role of this important policy.
