*From October 28 to November 4, 2014, Nghe An Newspaper received and accepted the following petitions, letters of reflection, recommendations, complaints and denunciations:
- Mr. Dau Van Thanh, citizen of village 9, Cao Son commune, Anh Son district, reflected and recommended: verify and clarify 5 cases in Cao Son commune (Anh Son district) enjoying policies that are not true to reality.
- Ms. Bui Thi Nhung, a citizen of My Son commune, Do Luong district, accused: leaders and officials of My Son commune (Do Luong district) of destroying and destroying property, crops, and trees on her family's garden land, which is a violation of the law.
- Mr. Truong Xuan Thong and Ms. Pham Thi Bay, citizens of Nghi Hai Ward, Cua Lo Town, petitioned that the People's Committee of Nghi Hai Ward had taken advantage of their positions to collude with Mr. Nguyen Viet Trung and a number of officials in Cua Lo Town to create fake documents to appropriate 426 square meters of state land in Tan Loc Block, Nghi Hai Ward, Cua Lo Town - this land plot is located within the traffic safety corridor boundary of the Lam River beltway in Tan Loc Block, Nghi Hai Ward to sell to Mr. Trung. The matter has been clarified but has not been completely resolved to date.

* Received the transfer form No. 516.PC/BD/BNA dated October 7, 2014 of Nghe An Newspaper regarding the application of Ms. Nguyen Thi Thuy, citizen of block 14, Ben Thuy ward, Vinh city, regarding the compensation for land acquisition, support and resettlement when the State reclaims her family's land at Hoang Thi Loan Collective Area, Ben Thuy ward.
After consideration, on October 14, 2014, Vinh City People's Committee issued Official Dispatch No. 5031/UBND-TD in response: Regarding the content of Ms. Nguyen Thi Thuy's petition, the City People's Committee issued Official Dispatch No. 4883/UBND-PTQD dated October 8, 2014 in response to Ms. Thuy as follows:
1. The master plan for the construction of Hung Hong Trading and Service Joint Stock Company in Block 14, Ben Thuy Ward, Vinh City was approved by the People's Committee of Nghe An Province on March 30, 2005.
2. On September 26, 2013, Vinh City People's Committee issued Decision 4301/QD-UBND on approving the detailed plan for compensation and support for site clearance to build Ben Thuy Gas Station (phase 2) in block 14, Ben Thuy ward. Of which, there are 2 households, 1 of which is Mrs. Nguyen Thi Lan's household and has been relocated and received land in the housing construction planning area in block 3, Trung Do ward. The remaining household is Mr. Nguyen Thanh Binh's household, which received the transfer of Mrs. Nguyen Thi Thuy's house on the above land plot, and has not yet received compensation, support and site clearance as prescribed.
3. According to the file when preparing the Compensation Plan in 2013, Mr. Nguyen Thanh Binh's household bought back the house of Ms. Nguyen Thi Thuy in 2000, the land was recovered to implement the Project, which was 59m2. (In which: The Ben Thuy Gas Station Construction Project recovered 44.2m2 and the Hung Hong Hotel Trading Service Joint Stock Company Project recovered 14.8m2). Ms. Thuy committed that after selling to Mr. Binh, there would be no further complaints. On the other hand, the Land Use Origin File was confirmed by the Ben Thuy Ward People's Committee, the Asset Declaration and the Inventory Minutes of the Compensation Council for Land Acquisition and Clearance were all under the name of Mr. Binh's household. Ms. Thuy has no rights when the State recovers the land to implement this Project.
In the Decision approving the Compensation, Support and Resettlement Plan (Phase 2), Mr. Binh's household (bought from Ms. Thuy) was compensated and supported for housing and land with a total amount of: 270,773,280 VND (of which: Compensation and support for land is 147,500,000 VND and for assets, structures and support is 123,273,280 VND).
Regarding resettlement, Mr. Binh was assigned a plot of land number A39 in the residential land division planning area in block 3, Trung Do ward, Vinh city (Area 127.58 m2; length 17.01 m and width 7.5 m, along the planned 7 m road).
Therefore, Ms. Thuy's petition to request compensation, support and resettlement land for her when the above land plot is recovered is not sufficient basis for settlement according to regulations.
The City People's Committee replied so that Ms. Nguyen Thi Thuy could know and implement.
