Policies effective from April
Students riding electric bicycles must wear helmets; students are not exempted from train fares; ATM systems must have alarms installed... are policies that will take effect from April.
Set up alarms for ATM systems
According to Circular 47 of the State Bank, effective from April 1, to prevent illegal opening, moving of ATMs from the machine location, and vandalism, organizations providing ATM services must install sensors for ATMs located outside and must send warnings to the monitoring center.
ATM service providers have technical and administrative measures to strictly manage the ATM system, promptly detect illegal access, copy card information or record illegal user operations. ATM log data must be readily accessible for a minimum of 3 months and stored for a minimum of one year.
Electric bike must wear helmet
The Hanoi Department of Education requires that from April 10, all students must wear helmets when participating in traffic on motorbikes, scooters, and electric two-wheeled vehicles. The Department will coordinate with the Hanoi Traffic Police to monitor and handle violations and will maintain this policy until there are no more students violating the law.
Mobile inspection teams will visit schools. If violations are found, the principal of that school will be held responsible before the Department's leaders.

Increase allowances for elderly commune officials and meritorious people
According to Decree 09 of the Government, the monthly allowance for retired old communal cadres will be increased by 8%. Specifically, cadres who were former Party Committee Secretaries and Commune People's Committee Chairmen will receive an allowance of VND1,568,000/month. For cadres who were former Deputy Secretaries, Vice Chairmen, Standing Party Committee Members, Secretary of the Commune People's Committee, Commune People's Council Secretary, Commune Team Leader, Commune Police Chief, it will be VND1,512,000/month. For the remaining positions, it will be VND1,388,000/month.
According to Decree 20, the standard level to determine new subsidies and preferential allowances is 1,318,000 VND (an increase of 98,000 VND compared to before).
Both decrees take effect from April 1, however, the subsidies and preferential allowances prescribed in this decree are implemented from January 1, 2015.
Prohibit copying of many types of documents
According to Decree 23, effective from April 10, the following types of original documents and papers cannot be used to certify copies: originals with invalid content erased, modified, added, or removed; originals that are damaged, worn out, or whose content cannot be determined; originals stamped with a confidential seal by a competent agency or organization, or not stamped with a confidential seal but clearly stating that photocopies are not allowed.
Originals containing content that is against the law and social ethics; propaganda, incitement of war, opposition to the socialist regime of Vietnam; distorting the history of the Vietnamese people; insulting the honor, dignity, and reputation of individuals and organizations; or violating civil rights are also prohibited from being copied.

According to Decree 14/2015 detailing and guiding the implementation of a number of articles of the Railway Law, effective from April 15, there are only 7 cases of exemption or reduction of train ticket prices, including: revolutionary activists before January 1, 1945; revolutionary activists from January 1, 1945 to before the August 19, 1945 General Uprising; Vietnamese heroic mothers; war invalids, people enjoying policies like war invalids; resistance fighters infected with toxic chemicals; people with especially severe disabilities, people with severe disabilities; children under 6 years old.
Stabilize prices of agricultural products
According to the joint circular of the Ministry of Finance and the Ministry of Agriculture and Rural Development, from April 20, prices of some agricultural products will be stabilized, including: urea fertilizer, NPK fertilizer; pesticides, fungicides, herbicides; vaccines for livestock and poultry; salt; paddy and regular rice.
Items subject to price declaration include: animal feed for livestock, poultry and aquatic products; disinfectants, antiseptics, sterilizers and medicines for livestock, poultry and aquatic products. The above-mentioned items subject to price stabilization are not subject to price registration measures.
In addition, from April, many other policies will take effect, such as: regulations on new guidelines on training cost reimbursement, regulations on reporting on war invalids and social affairs, temporary suspension of import of Indian peanuts...
