Education policies take effect from May
A series of important regulations in education and training will officially take effect from this May.
From May 3, the Regulations on university training byMinistry of Education and Trainingissued (attached to Circular No. 08/2021/TT-BGDĐT) will take effect. According to this Regulation, a number of new regulations will be applied to courses enrolled after the effective date of the Circular. These are:
Do not conduct training linkages with health sectors that issue practice certificates
According to Article 5 of the Regulations on university training, joint training is only implemented in the form of work-study as prescribed in Clause 22, Article 1 of the Law on amending and supplementing a number of articles of the Law on Higher Education and according to the provisions in Clause 2 and Clause 3, Article 5 of this Regulation. However, health sectors that issue practice certificates are not allowed to carry out joint training.
In addition, the training host institution must meet the minimum requirements such as: The training program expected to be linked to the training program has been organized to carry out at least 3 consecutive courses in a regular form; from the 2024 enrollment period, the training program must have been recognized to meet quality standards according to current regulations; Ensure that the core teaching staff teaches at least 70% of the content and volume of the training program...
Full-time students can study 30% of the training program online.

According to Article 7 of the newly issued university training regulations, each semester, students must ensure a minimum study volume of not less than 2/3 of the average volume of a semester according to the standard study plan; the maximum must not exceed 3/2 of the average volume of a semester according to the standard study plan.
In particular, for full-time and part-time training, a maximum of 30% of the total training program volume is conducted via online classes. In case of natural disasters, complicated epidemics and other force majeure circumstances, training institutions shall follow the instructions of the Ministry of Education and Training.
Reduce 1 graduation rank for students with good or excellent cumulative GPA who have retaken more than 5% of total credits
According to regulations, students who meet the graduation requirements will have their graduation recognized and diplomas granted by the principal of the training institution within 3 months from the time the student fully meets the graduation requirements and completes his/her obligations to the training institution.

Graduation rank is determined based on the cumulative average score of the entire course. In which, the graduation rank of students with an excellent and good cumulative average score will be reduced by one level if they fall into one of the following cases: The volume of subjects to be retaken exceeds 5% of the total number of credits prescribed for the entire program; The student has been disciplined at the level of warning or higher during the study period.
4 cases of students having their study results reserved
Pursuant to Article 15 of the Regulations on university training, students are allowed to temporarily leave school and reserve their study results in the following cases: Being mobilized into the armed forces; Being mobilized by competent authorities, representing the country to participate in international competitions and competitions; Being sick, pregnant or having an accident requiring long-term treatment with a certificate from a competent medical examination and treatment facility according to regulations of the Ministry of Health; For other personal reasons but having to study at least 1 semester at the training facility and not falling under the cases of being considered for forced expulsion or disciplinary review.
The head of the general education institution decides on the form of online teaching organization to support direct teaching at school.
From May 16, Circular 09/2021/TT-BGDDT issued by the Ministry of Education and Training regulating the management and organization of online teaching and learning in general education institutions and continuing education institutions will take effect.
This Circular stipulates that the head of a general education institution decides on the form of online teaching and learning to support direct teaching and learning at the school. Organizing online teaching and learning replaces direct teaching and learning at the general education institution during the time when students are not at school to study due to force majeure.

The Circular stipulates that testing and evaluation of students in online teaching and learning are carried out regularly during the teaching and learning process. Periodic testing and evaluation of students' online learning results are carried out directly at general education institutions.
In case a student cannot come to the general education institution at the time of periodic testing and assessment due to force majeure, the periodic testing and assessment will be conducted online.
Teaching certificate training officially returns after 7 years of suspension
According to the Circular on Promulgating the program and implementing professional training for people with a bachelor's degree in a suitable major who wish to become primary, middle and high school teachers issued by the Ministry of Education and Training, starting from May 22, facilities will be allowed to train and foster pedagogical skills again.
Specifically, the training of pedagogical certificates to become primary school teachers will only apply to those with a bachelor's degree in a major relevant to the subjects of music, fine arts, information technology, technology, physical education, and foreign languages. These are also the subjects that are lacking teachers at the primary level to implement the new general education program.
Certificate training for those who wish to become middle school and high school teachers are those who have a bachelor's degree in a major appropriate to one of the subjects of the middle school or high school level.

Previously, in 2014, the Ministry of Education and Training decided to temporarily stop issuing pedagogical certificates. The continuation of training and fostering of pedagogical certificates was based on the request of the Director of the Department of Teachers and Educational Managers to supplement the teaching staff for the sector.
According to statistics from the Ministry of Education and Training, by the end of 2020, the whole country still lacked nearly 90,000 teachers at all levels, from preschool to primary, middle and high school.
Responsibilities and powers of teachers when implementing democracy in educational activities
The Government issued Decree 24/2021/ND-CP dated March 23, 2021 regulating management in public preschools and general education institutions.
Accordingly, the responsibilities and powers of teachers, staff and workers in educational institutions are prescribed as follows:
- Participate in developing and implementing the school's enrollment plan, educational plan, financial management plan, assets, organizational structure and personnel of the educational institution according to assigned functions and tasks.
- Participate in organizing enrollment, organizing educational activities, managing finances, assets, organizing apparatus and personnel of educational institutions according to assigned functions and tasks.
- Participate in supervising the organization of enrollment, organization of educational activities, financial management, assets, organization of apparatus and personnel of educational institutions according to the provisions of law.
- Perform other responsibilities and powers as prescribed by law on implementing democracy in the activities of state administrative agencies and public service units.
Decree 24/2021/ND-CP takes effect from May 15, 2021.
