Resolution 71: A breakthrough in the development of education and training.
Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development is likened to a revolution. With many specific goals and solutions, when the Resolution is implemented, it will create momentum for educational development and help teachers feel secure and committed to their profession.
Improving the lives of teachers
Resolution No. 71- The Politburo's Resolution 71, dated August 22, 2025, on breakthroughs in education and training development, sets out many groundbreaking policies and guidelines, demonstrating a long-term strategic vision and strong political determination to move Vietnamese education forward steadily.
Notably, among the eight groups of tasks and solutions outlined in Resolution 71, the content that received particular attention was the implementation of special and superior preferential policies for the teaching staff, increasing the professional incentive allowance for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, and 100% for teachers in particularly difficult areas, border regions, islands, and ethnic minority areas.

After nearly 30 years working in the education sector, Ms. Ho Thi Minh Tam, a teacher at Nghi Thu Primary School in Cua Lo Ward, said: "I am very happy that recently many important education policies have been passed, all addressing the issue of salaries and support policies for those directly involved in teaching. Specifically with Resolution 71, when the teacher allowance is increased to 70%, salaries will improve significantly, and I believe that teachers will be able to make a living from their profession."
For preschool teachers, the issuance of Resolution 71 brought double the joy. This is because preschool teaching is considered a demanding job, requiring early mornings and late nights, and the simultaneous responsibilities of childcare, childcare, and teaching. Meanwhile, compared to other educational levels, preschool teachers have the lowest salary coefficient, even for those with university degrees.
Ms. Tran Thi Phuong, a young teacher at Hung Hoa Kindergarten in Truong Vinh Ward, is currently earning just over 7 million VND after three years on the payroll. This amount is barely enough to cover her living expenses and raise her young child.

For me, a salary of 7 million VND per month is truly difficult to live on in an urban area. Therefore, more than ever, we hope that Resolution 71 will be implemented soon so that teachers can work with peace of mind.

More opportunities, more challenges.
Commenting on Resolution 71, Associate Professor Dr. Luu Tien Hung - Rector of the Teacher Training School, Vinh University, affirmed that this is a groundbreaking policy of the Party and the State, with great significance for educational and training institutions, creating conditions for teachers and students to implement scientific ideas and apply knowledge and theories to practical life. Specifically, schools and educational and training institutions are given the opportunity to invest in facilities, equipment, and infrastructure. The teaching staff receives attention in terms of salaries and allowances, and priority is given to attracting talented teachers.
For students, the Resolution focuses on improving the quality of education with many policies to support them, such as: establishing a national scholarship fund, allocating state budget and mobilizing other legal sources to provide scholarships to support and encourage learning, attract talent, and send students to study abroad…

Furthermore, the Resolution also focuses on higher education, including policies to attract talented individuals from both within and outside the country, establishing research centers, and creating breakthroughs in scientific research.
However, according to Associate Professor Dr. Luu Tien Hung, Resolution 71 will pose a challenge for educational and training institutions to keep up with and apply the policies of the Party and the State in practice.
I believe that in the coming period, educational and training institutions must review and redefine their vision, mission, and development strategy to align with their functions, tasks, and the new context of the country. Simultaneously, they should develop appropriate action programs that closely align with Resolution 71. From there, they should issue specific implementation plans for each stage and each academic year. These plans should focus on core elements such as staff, facilities, and training programs.

Sharing the same viewpoint, Mr. Nguyen Quoc Dung - Principal of Do Luong 4 High School (Bach Ha commune) said: Resolution 71 is a strong breakthrough for the entire education sector, but to achieve the set goals, each school, each administrator, and each teacher must also change. Principals, in particular, must develop plans and have a long-term vision for implementation.
The immediate priority is to improve teachers' skills through self-learning, such as applying information technology and artificial intelligence (AI) in teaching, and enhancing English proficiency among teachers to serve as role models for students.

With many outstanding policies, the Director of the Department of Education and Training, Thai Van Thanh, also affirmed that this period is the "golden age" of education when the teaching staff is given attention, from salaries, allowances, seniority benefits, to priority in attracting talented teachers from disadvantaged areas.
However, when teachers have the environment and opportunities to be creative, to develop, and to be recognized, it is also linked to the responsibility of fostering autonomy, creativity, dedication, and wholeheartedly contributing to the noble cause of educating future generations. At the same time, schools and teachers must also uphold their responsibility to the Party, the State, and the people.
In this new context, the education sector will also reshape the educational philosophy of Nghe An. Based on this, schools will rebuild their strategies to implement the five important resolutions of the Politburo, including Resolutions No. 57, 59, 66, 68, and most recently, Resolution No. 71.
