Resolution 71: Breakthrough in education and training development
Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development is considered a revolution. With many specific goals and solutions, when the Resolution is implemented, it will create motivation for education development, helping teachers to firmly stick with their profession.
Improving teachers' lives
Resolution No. 71- Resolution 71 dated August 22, 2025 of the Politburo on breakthroughs in education and training development (Resolution 71) sets out many breakthrough policies and guidelines, demonstrating a long-term strategic vision and strong political determination to bring Vietnamese education forward steadily.
Notably, in the 8 groups of tasks and solutions stated in Resolution 71, the content of special attention is having special and outstanding preferential policies for the teaching staff, increasing the preferential allowance for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, 100% for teachers in especially difficult areas, border areas, islands, and ethnic minority areas.

After nearly 30 years working in the education sector, Ms. Ho Thi Minh Tam - teacher at Nghi Thu Primary School, Cua Lo Ward said: I feel very happy that recently many important policies on education have been passed and all mention the issue of salary and support policies for direct teachers. Particularly with Resolution 71, when the teacher allowance is raised to 70%, the salary will be greatly improved and I believe that, at that time, teachers will be able to live with the profession.
For preschool education, when Resolution 71 was issued, the joy was doubled. Because preschool teachers are considered to have a hard job because they have to go to work early and come home late, and have to do many tasks at the same time such as babysitting, taking care of children and teaching. Meanwhile, compared to other education levels, the salary coefficient of preschool teachers is at the lowest level, even for teachers who have graduated from university.
Ms. Tran Thi Phuong - teacher at Hung Hoa Kindergarten, Truong Vinh Ward is a young teacher. After 3 years of being on the payroll, her current salary is more than 7 million VND. This amount of money is enough to raise a small child and cover the cost of living, making it really difficult.

For me, a salary of 7 million VND/month is really hard to spend with the urban living standard. Therefore, more than ever, we hope that Resolution 71 will soon be implemented so that teachers can work with peace of mind.

More opportunities, more challenges
Commenting on Resolution 71, Associate Professor Dr. Luu Tien Hung - Principal of the School of Education, Vinh University affirmed that this is a breakthrough policy of the Party and the State, which has great significance for educational and training institutions, creating conditions for teachers and students to implement scientific ideas, apply knowledge and theories into real life. In particular, schools, educational and training institutions are given favorable conditions to invest in facilities, equipment and infrastructure. The teaching staff is given attention in terms of salary, allowances, and priority is given to attracting talented teachers.
For learners, the Resolution focuses on improving the quality of education resources with many policies to support learners such as: Building a National Scholarship Fund, allocating the State budget and mobilizing other legal sources to grant scholarships to support, encourage learning, attract talent, send them to study abroad...

In addition, the Resolution also pays attention to college and university education, has policies to attract talented people at home and abroad, establishes research centers, and creates breakthroughs in scientific research activities.
However, according to Associate Professor Dr. Luu Tien Hung, the issuance of Resolution 71 will be a challenge for educational and training institutions to catch up with and apply the Party and State's policies in practice.
I think that in the coming time, educational and training institutions must review and redefine their vision, mission, and development strategy to suit their functions, tasks, and the new context of the country. At the same time, build an appropriate action program, close to Resolution 71. From there, issue a plan to implement specific tasks for each stage and each school year. In particular, focus on the core elements of staff, facilities, and training programs.

Sharing the same view, Mr. Nguyen Quoc Dung - Principal of Do Luong 4 High School (Bach Ha Commune) said: Resolution 71 is a strong breakthrough for the entire education sector, but to achieve the set goals, each school, each cadre, manager, and teacher must also change. The Principal must develop a plan and have a long-term vision to implement it.
In the immediate future, we must self-study to improve our qualifications, such as applying information technology and artificial intelligence (AI) in teaching, and improving English proficiency among teachers to set an example for students.

With many outstanding policies, Director of the Department of Education and Training Thai Van Thanh also affirmed that this period is the "golden age" of education when the teaching staff is given attention, from salary, allowances, seniority regime, priority is given to attracting talented teachers from disadvantaged areas.
However, when teachers have the environment and opportunities to be creative, developed, and honored, it comes with the responsibility to promote autonomy, creativity, dedication, and devotion to the cause of educating people. At the same time, schools and teachers also need to uphold their responsibility to the Party, the State, and the People.
In the new context, the education sector will also reshape Nghe An's educational philosophy. On that basis, schools will rebuild strategies to implement 5 important Resolutions of the Politburo, including Resolutions No. 57, 59, 66, 68 and most recently Resolution No. 71.
