The entire 48 hectares of low-yield, low-quality Roc sugarcane of the commune have been replaced by LK 92-11. The new sugarcane shoots of the newly planted plots have grown strong, promising a bumper sugarcane crop.

Comrade Vo Van Hien - Secretary of the Commune Party Committee said: This is the result of coordination between Hung Son and Lam River Sugar Factory in implementing the action program to implement the resolution after the congress. The meeting here is that the Commune Party Committee has a policy of converting crop varieties and the factory is consolidating and developing raw material areas. Accordingly, Lam River Sugar Factory has supported the commune with interest-free loans of 135 tons of LK 92-11 seeds and supported land preparation with plows.

One thing to note is that the resolution on replacing new varieties of sugarcane has been implemented so quickly thanks to the active leadership of cadres, typically Vo Van Hien - Party Secretary. On the area of ​​3 hectares in Gia Tranh Sang area where tea was grown ineffectively in previous years, comrade Hien decided to invest in replanting the entire area with sugarcane variety LK 92-11.

To ensure the safety of the newly planted area and to avoid damage from cattle and buffalo, he invested more than 100 million VND in a closed fence with B40 mesh and concrete pillars and a plow to improve the soil. When we arrived at the sugarcane garden, the sugarcane plants were almost knee-high, with strong, green stems and leaves. Secretary Vo Van Hien shared: We have to do it first so that people can see and then follow, only then will the leadership be effective. After meeting the new rural standards, replacing all sugarcane varieties will be a real "revolution" in Hung Son's agricultural production.

For the Party Committee of Song Lam Sugarcane Joint Stock Company, one of the few party committees of enterprises directly under the district party committee with 51 party members, after the Party Congress for the 2015-2020 term, the issue of building a sustainable raw material area, a crucial issue for the existence of the factory, was raised. The company's Party Committee issued a resolution on developing raw material areas with the goal of replacing the entire raw material area with high-yield varieties that are drought-resistant and disease-resistant, especially grass-shoot disease, within 2 years. At the same time, technical solutions such as machine plowing, standardized fertilizers and irrigation models in some areas... were applied to improve crop productivity.

Comrade Dang Manh Hung - Party Secretary, Chairman of the Board of Directors, General Director of Song Lam Sugarcane Joint Stock Company said: The Company implements a mechanism to support farmers in raw material areas by lending all new varieties without interest; supporting part of the cost of plowing machines and fertilizers for farmers. At the same time, it commits to stabilizing the purchase price of over 800,000 VND/ton of raw sugarcane so that farmers can confidently invest in production.

It can be said that implementing the policy of building and developing sustainable raw material areas, Song Lam Sugarcane Joint Stock Company has proactively purchased 4,000 tons of LK 92-11 this crushing season to plant nearly 300 hectares of new sugarcane raw material area of ​​the factory. Up to this point, 2,500 tons have been planted in the raw material area.

Comrade Nguyen Manh Hung added: In addition to investing in planting a large-scale field of 80 hectares in Thung Bung (Cam Son commune) in the form of intensive farming applying solutions on varieties and techniques, the factory also planted models on each land area to compare economic efficiency with other crops. This year, the company focused its resources on building a sustainable raw material area to serve as a basis for increasing processing capacity from 1,500 tons/day to 3,000 tons/day according to the roadmap approved by the Provincial People's Committee and adjusting the raw material area planning.

Removing obstacles in difficult areas

Coming to Hoi Son, a difficult commune after the separation of administrative boundaries, it is also full of enthusiasm and spirit of building new rural areas. Traffic infrastructure works and cultural houses in hamlets are being completed by the people together. This spirit is due to the initiative of the local Party Committee after the Party Congress for the term 2015 - 2020, which issued a Resolution on building new rural areas with the goal of the commune meeting 19/19 criteria in 2016.

Completing the new rural criteria in a short time in the context of a poor commune with limited resources, the Party Committee of Hoi Son commune emphasized the method of applying and making the most of resources and policies from above, democratically discussing and agreeing on solutions to implement the remaining criteria. Therefore, for the 4 criteria that have not been met, including: irrigation, cultural institutions, production methods and environment, Hoi Son has had specific solutions for each criterion.

Hamlet 4, Hoi Son commune has 95 households, 355 people, the cultural house of the block, thanks to promoting democracy in discussing and reaching consensus with each household, has been invested in upgrading and being spacious with full audio-visual equipment, backdrop, tables and chairs... Hamlet 4 cultural house is now not only a meeting place but also a place for daily cultural and sports activities of the people.

Party cell secretary of hamlet 4 Nguyen Canh Hue shared: It is all thanks to the people's strength. The correct policy of the upper-level party committee and the party cell's drastic and reasonable leadership and direction methods have brought about such results. Not only has hamlet 4 succeeded in implementing the construction of grassroots cultural institutions, but the remaining 9 hamlets of Hoi Son commune are also rushing to achieve the remaining criteria. The commune's steering committee and hamlet groups base on the practical situation of each hamlet to be flexible in their leadership and management methods.

Comrade Nguyen Thi Uy - Secretary of the Commune Party Committee said: Ensuring democracy and transparency in the implementation process and promoting the role of the people as the main subject is the motto in implementing the resolution as well as implementing the local new rural construction program. The Hoi Son Party Committee is determined to complete the remaining criteria in the second quarter of 2016 so that in the third quarter, the dossier can be assessed for recognition of new rural standards.
