Workers and teachers retiring from July 1, 2023 will receive a minimum pension of 1.8 million VND per month.

In 2023, policies on salary, retirement age, and pension for teachers will have many changes.

First, increase basic salary from July 1, 2023

According to Resolution 69/2022/QH15 passed by the 15th National Assembly at its 4th session, from July 1, 2023, the basic salary will officially increase to 1.8 million VND/month (an increase of 310,000 VND/month).

Thus, the basic salary in 2023 is as follows: from January 1 to June 30, 2023: 1.49 million VND/month, from July 1, 2023: 1.8 million VND/month.

The increase in basic salary in 2023 will not only significantly increase the income of cadres, civil servants and public employees, but also increase health insurance contributions, social insurance subsidies, etc.

Teachers' salaries will increase significantly from July 1, 2023. However, teachers also hope to soon implement salary reform, pay salaries according to job position, avoid the situation of "living long to become a veteran", avoid the situation of good people receiving low salaries, and also hope to soon have a Law on Teachers, with separate salary scales and tables for teachers.

Second, it is possible to increase preferential allowances for preschool teachers in 2023.

The Ministry of Education and Training has drafted a document to the Government proposing the development of a Decree regulating preferential allowances for teachers to overcome difficulties and obstacles, help protect the legitimate rights and interests of teachers, and create fairness and transparency in the consideration and payment of allowances.

According to the draft, increase the preferential allowance forpreschool teacherCurrently enjoying 35% and 50% levels up to 70%; preschool teachers working in areas with especially difficult socio-economic conditions enjoy 100%.

Third, continue to increase the retirement age of teachers.

According to the provisions of Article 169, Labor Code 2019 and Decree 135/2020/ND-CP, the retirement age of employees is adjusted to increase according to the roadmap until men reach 62 years old in 2028 and women reach 60 years old in 2035.

2023 is the third year of implementing the adjustment to increase the retirement age of workers.

Accordingly, the retirement age will increase by 03 months for men and 04 months for women.

If employees work under normal conditions, the retirement age in 2023 is as follows: for men, it is from 60 years and 9 months old, for women, it is from 56 years old.

This is the retirement age under normal working conditions. There are still cases where workers can retire 5 years earlier, or even 10 years earlier for workers with reduced working capacity; working in particularly arduous, toxic, or dangerous jobs; working in particularly difficult areas can retire at an age up to 5 years lower. (That is, 55 years and 9 months for men and 51 years old for women).

Currently, the Ministry of Education and Training is drafting and asking for opinions from departments and the Government on the retirement age of preschool teachers being 55 years old as before 2021, hoping this will soon become a reality.

Fourth, increase pension by 12.5% ​​from July 1, 2023

The National Assembly passed a Resolution on the 2023 state budget estimate.

In addition to increasing the basic salary to 1.8 million VND/month, there will also be a 12.5% ​​increase in pensions and social insurance benefits for beneficiaries guaranteed by the state budget and additional support for those who retired before 1995 with low benefits.

In 2022, although the basic salary did not increase, many subjects received an additional 7.4% increase in pension and social insurance benefits according to Decree 108/2021/ND-CP.

Details on which subjects will receive a pension increase in 2023 will be provided by the Government.

Fifth, increase the minimum pension level from July 1, 2023

Currently, the lowest monthly pension for employees participating in compulsory social insurance who are eligible for pension will be equal to the basic salary (Clause 5, Article 56, Law on Social Insurance 2014).

Due to the adjustment of the 2023 basic salary, the minimum pension level will increase from VND 1,490,000/month to VND 1,800,000/month from July 1, 2023.

Workers and teachers retiring from July 1, 2023 will receive a minimum pension of 1.8 million VND per month.

Sixth, change the way union dues are collected.

The content of instructions on collecting union dues and union funds is mentioned in Instruction 65/HD-TLĐ and Decision 5440/QD-TLĐ dated October 10, 2022.

In which, the salary fund to determine the Union fee collection in 2023 at units is determined from the average social insurance salary for employees in the first 6 months of 2022 with a growth factor (according to data provided by the social insurance agency) multiplied by the number of employees subject to union fee payment.

The current union fee contribution rate is 2% of the salary fund used as the basis for social insurance contributions for employees.

The amount of union dues collected in 2023 is determined based on the actual number of union members (compared with the General Confederation of Labor's Organizing Committee) at grassroots unions multiplied by the salary and allowances of union members.
