On March 26, 2012, the People's Court of Nghe An province brought to trial the first instance criminal case of "Prostitution", "Prostitution brokerage", "Rape", "Illegal detention", "Concealing illegal use of drugs" against the defendants: Nguyen Thi Yen born in 1968, Nguyen Viet Phu born in 1986; Dinh Xuan Nho born in 1970, all residing in Nam Dan district, Hoang Thi Mai born in 1976; Vu Xuan Duc born in 1977, all residing in Quang Xuong district, Thanh Hoa province; Hoang Van Toan born in 1982, Nam Linh commune, Nam Dan district; Nguyen Van Truong born in 1989, Nam Dan town; Bui Trong Tuan born in 1982, residing in Nghi Kim, Vinh city; Dinh Xuan Dung residing in Xuan Hoa commune, Vu Xuan Dinh born in 1959, residing in Nam Dan town;

The Procuracy's records determined that Yen built two An Phu Quy motels in Nam Dan town and Nam Tan commune (Nam Dan) to operate motels, coffee shops, refreshments, and massage parlors. Since the end of 2010, due to the low number of guests, An Phu Quy motels began to operate prostitution. Yen's effective assistant was Hoang Thi Mai, from Quang Loi commune, Quang Xuong district, Thanh Hoa province. After divorcing her husband, leaving her two young children with her parents, she drifted to Nam Dan town, opened a hair salon and shampoo shop. But in reality, it was a disguise to practice prostitution and prostitution brokerage.

Discovering that there was a "talented beauty" in her area that could be used, Mai recruited Yen to work for her. At first, Mai's beauty was used to attract customers, but Mai's recklessness and cunning caught Yen's attention and she was later promoted to manager, operating a prostitution ring for customers. Among the receptionists at An Phu Quy motel was Le Thi Phuong (living in Quang Xuong, Thanh Hoa), only 15 years old. Yen organized a team of security guards to guard and keep a strict watch to avoid detection by the authorities. However, their caution could not avoid the eyes of the people and the active involvement of the police.

On January 5, 2011, the working group of Nam Dan District Police inspected and discovered two cases of prostitution in two rooms of An Phu Quy motel. After administratively sanctioning H and P, Nam Dan District Police issued a decision to send the two subjects to a medical facility.

Next, the victim Le Thi H, born in 1991 and residing in Dien Chau district, after escaping, reported to the police: H went to find a job and was introduced to An Phu Quy motel to work as a cleaner. However, when she arrived, H was forced into prostitution by Mai. First, Mai gave Nguyen Van Truong, a motel employee, money to force H to serve Truong's needs. After performing the act of prostitution with H, Truong went out and locked H in the room. Near dawn, Ms. H climbed through the motel window and was helped by a local resident to report to the police.

While the police were investigating the rape case as reported by Le Thi H, the staff of An Phu Quy motel continued to find ways to force girls into prostitution. In early December 2010, Ms. Vu Thi M, born in 1993, residing in Quang Xuong, Thanh Hoa, was introduced to Hoang Thi Mai's hair salon to help out but was forced by Mai to go to An Phu Quy motel to sell sex. With the help of Dinh Xuan Dung - a customer, M escaped back to her hometown. However, after helping M escape, Dung was beaten by Nguyen Thi Yen, Hoang Thi Mai and Bui Trong Tuan (Mai's husband) and forced to write a debt note of 50 million VND to pay the debt on behalf of M. Pressured by Yen and Mai, Dinh Xuan Dung agreed to go with the above subjects to trick M into meeting M in Thanh Hoa and forcing M to return to An Phu Quy motel to sell sex.

Not only did the couple commit the crime, but Yen also involved her son Nguyen Viet Phu in the crime: using synthetic drugs, ecstasy, and brokering prostitution for subjects in Vinh city to go to Nam Dan and use An Phu Quy motel to commit the crime.

Among the customers of An Phu Quy motel was Vu Xuan Dinh, born in 1959, former Deputy Chief of Nam Dan Town Police. The Deputy Chief of Nam Dan Town Police was served by Madam Nguyen Thi Yen. With the authority of Deputy Chief of the Town Police in charge of household registration, Vu Xuan Dinh assisted Madam Nguyen Thi Yen in changing Le Thi P's year of birth from 1996 to 1992 and in registering temporary residence and temporary absence for Phuong. When this prostitution den was broken up, the "official" was prosecuted for "having sexual intercourse with a child" and "abusing his position and power while performing official duties".

Determining the crimes of the defendants as very dangerous to society, some of whom had previous convictions, also on the basis of determining mitigating and aggravating circumstances. The Trial Panel sentenced the defendants to a total of 61 years in prison: Nguyen Thi Yen 19 years; Nguyen Thi Mai 16 years; Vu Xuan Duc 7 years; Nguyen Van Truong 6 years; Hoang Van Toan 3 years, Nguyen Viet Phu 4 years, Bui Trong Tuan 6 months. The 3 defendants Vu Xuan Dinh 30 months in prison, Dinh Xuan Dung 6 months and Dinh Xuan Nho 6 months in prison but were given suspended sentences.
